Prime Minister's Decision No. 654 of 2021

The regulation establishes precise financial and operational definitions for enterprise categories, mandates the creation of centralized service delivery units staffed by representatives from all relevant ministries and utility companies, and imposes strict thirty-day deadlines for license approvals. Furthermore, it grants the Micro, Small, and Medium Enterprises Development Agency delegated authority to issue final licenses, sets standardized fee schedules, and requires inter-agency data sharing to reduce bureaucratic hurdles for entrepreneurs.
