Payment of Civil Servants’ Salaries

The Central Bank of Lebanon issued Basic Decision No. 13423 to mandate that all banks ensure sufficient liquidity for civil servants to withdraw their complete monthly salaries, supplements, and mutual fund entitlements without restrictions on cash withdrawal ceilings, installments, or additional fees. The Banking Control Commission is tasked with verifying bank compliance and referring non-compliant institutions to the Higher Banking Authority for appropriate enforcement measures. This decision, effective immediately upon issuance and amended by Interim Decision No. 13764 in October 2025, ensures uninterrupted salary disbursements across official educational and vocational fund accounts.

Basic Decision No. 13423 Payment of Civil Servants’ Salaries

Whereas the Governor of Bank Al-Maghrib, pursuant to the Monetary and Credit Law, particularly Articles 70 and 174 thereof, and based on the decision of the Central Bank Council taken in its meeting held on 2022/3/23,

has decided the following:

Article 1: All banks shall:

  • ensure the necessary liquidity for civil servants to withdraw their full monthly salaries, supplements, social allowances, and entitlements from mutual funds allocated to them, without imposing restrictions on them regarding cash withdrawal ceilings, installment payments, or any type of commissions/fees, and without invoking the specified cash withdrawal ceilings on their accounts at Bank Al-Maghrib.
  • not impose any commissions or fees on accounts belonging to the funds of official schools and technical/vocational institutes.

Article 2: The Banking Control Commission shall verify that banks comply with the provisions of this decision.

Article 3: Non-compliant banks shall be referred to the Higher Banking Authority for appropriate action against them.

Article 4: This decision shall take effect upon its issuance.

Article 5: This decision shall be published in the Official Gazette.
