582 Basic Decision No. 7858 Statistical Statements The Governor of the Central Bank of Lebanon, Pursuant to the Monetary and Loan Law, particularly Article 146 thereof, And pursuant to the decisions of the Banking Control Commission for Lebanon regarding its sessions held on June 27, 2001, Decrees as follows:
Article One: First: Banks, financial institutions, and leasing companies operating in Lebanon shall: -1 Provide the Economics Department at the Central Bank of Lebanon with the corresponding statistical data according to the attached forms "-1BBR", "BBR-5", and "BBR-7", "BBR-4", "BBR-3", "BBR-2" within the specified deadline. -2 Notify any changes to the information provided in forms "-1BBR" and "-2BBR" immediately upon occurrence. Second: The forms "BBR-7", "BBR-5", "BBR-4", and "BBR-3" shall be organized by the Banking Control Department, with a copy sent to the Chief Banker prior to the main Banker. 583 Third: Banks shall provide the Economics Department at the Central Bank of Lebanon with statistical data organized according to form "-1MMO" attached, which includes the items listed in the visible table of form 2010 as of the end of each week. Fourth: Banks shall provide the Banking Control Department at the Central Bank of Lebanon, quarterly, with data concerning all sources and uses of funds in Lebanese Lira for form FND( and US Dollars, Euros, and other currencies according to form (2) attached. Fifth: Banks shall provide the Economics Department at the Central Bank of Lebanon, quarterly, with data "-3A", "-4A", "-5A", "-6A", "-1INV", "-2INV", "-1PFO", "-2PFO", and "-3PFO" attached. Sixth: Banks operating in Lebanon shall provide the Real Estate and Financial Leasing Department at the Central Bank of Lebanon: -1 With initial and final results of installment and residential unit reports provided as collateral for loans granted to clients, according to form (1 HPI) attached since January 1, 2016. -2 With a list of names of financial leasing companies, prior to the concerned banks, following up on the aforementioned information with the Central Bank of Lebanon regarding their handling, and that in form (2 HPI) attached and any changes occurring immediately upon occurrence. 584 Sixth: Banks, financial institutions, and non-bank financial institutions operating in cash transfer operations via electronic means shall provide the Economics Department at the Central Bank of Lebanon with a statement of transferred funds in form (FXM) attached, semi-annually. Seventh: Banks shall provide the Economics Department at the Central Bank of Lebanon, quarterly, with a statement of suspended deposits at the end of each quarter by depositor categories according to form (DPTR) attached. Eighth: Banks shall provide the Data Management and Economic Analysis Unit at the Central Bank of Lebanon, quarterly, with data "-4A", "-5A", "-6A", "10A", "11A", "20A", "21A", "-1INV", "-2INV", "-1PFO", "-2PFO", and "-3PFO" attached.
Article Two: The forms referenced above in this decision shall be transmitted as follows: 1 - Forms "-1BBR" and "-2BBR" shall be transmitted in writing on paper starting from June 30, 2001. With the exception of form "-2BBR", which may be transmitted on an equal footing with paper using Excel software without any changes in format, as of January 1, 2006. 2 - Forms "-3BBR", "-4BBR", "-5BBR", and "-7BBR" shall be transmitted by the concerned bankers via the electronic transmission system for statistical reports (eSTR) or SEBIL system. 3 - Form "-1MMO" shall be transmitted by the concerned banker via eSTR within a maximum period of seven days each week. 4 - Data prepared according to form (2 FND) shall be transmitted electronically by the concerned banker via eSTR as of July 31, 2006, within a period not exceeding three days following the end of each quarter. Exceptionally, suspended data as of July 31, 2006, shall be transmitted within a maximum period of August 20, 2006. 5 - Data "-4A", "-5A", "-6A", "10A", "11A", "20A", "21A", "-1INV", "-2INV", "-1PFO", "-2PFO", and "-3PFO" referenced in Article One, Eighth paragraph, by the end of each month shall be transmitted within a maximum period of thirty days via eSTR or SEBIL system. 6 - Form (1 HPI) referenced above shall be filled electronically via the dedicated electronic platform "com.bdlrefa.www" within a maximum period of fifteen days following the end of the month in which the loan was granted. Exceptionally, form (1 HPI) concerning installments or residential units provided as collateral for loans granted since January 1, 2016, and April 30, 2016, shall be transmitted within a maximum period of May 31, 2016. 7 - The statement referenced in the Sixth paragraph of Article One shall be transmitted semi-annually within a maximum period of thirty-five days following the end of each semester (6/30 and 12/31) as of the current year, via eSTR or SEBIL system. Exceptionally, data for 2018 shall be transmitted within a maximum period of July 31, 2024; for 2019 within August 31, 2024; for 2020 within September 30, 2024; for 2021 within October 31, 2024; for 2022 within November 30, 2024; for 2023 within December 31, 2024; and for 2024 within January 31, 2025. 8 - The statement referenced in the Seventh paragraph of Article One shall be transmitted quarterly within a maximum period of thirty-five days following the end of each quarter, via eSTR or SEBIL system.
