The Palestine Monetary Authority, acting under the authority of the President and PLO Executive Committee, issued Law No. (41) of 2022 to comprehensively regulate national payments, electronic financial transfers, digital identities, and virtual assets. The legislation mandates licensing for all payments services and FinTech companies, establishes strict operational, collateral, and anti-money laundering standards, and grants the Monetary Authority exclusive supervisory and enforcement powers. It further standardizes electronic signatures, direct debits, fee structures, and penalty regimes to enhance transaction finality, reduce fraud, and modernize Palestine's financial infrastructure.
