The Status of the Central Office of Credit Risk

The Governor of the Central Bank of Lebanon issued Circular No. 13280 to amend the Loan Type Codes (CTC 01) table within the Central Credit Risk Department System. The amendment formally adds five exceptional loan categories—covering due installments, salaries, operating expenses, productive needs or working capital, and Beirut Port explosion victims—to the system's classification framework. These additions take effect immediately upon issuance and are published in the Official Gazette to ensure regulatory compliance for banks, financial institutions, and leasing companies.

Circular No. 13280 Amendment of the "Loan Type Codes" Table (CTC 01) Attached to the Central Credit Risk Department System Subject to Base Decision No. 7705 dated October 26, 2000.

The Governor of the Central Bank of Lebanon, Pursuant to the Monetary and Banking Law, particularly Articles 147 and 179 thereof; Pursuant to Article 3 of the Law implemented by Decree No. 5439 dated September 20, 1982; Pursuant to Base Decision No. 7705 dated October 26, 2000, and its amendments concerning the Central Credit Risk Department System; Pursuant to the decision of the Central Council of the Central Bank of Lebanon adopted in its meeting held on September 23, 2020;

Hereby decides as follows:

Article One: The following are added to the "Loan Type Codes" table (CTC 01) in Arabic and French, attached to the Central Credit Risk Department System subject to Base Decision No. 7705 dated October 26, 2000:

  1. Exceptional loans granted to cover the repayment of loan installments due during the months specified in "Article 14 bis" of Base Decision No. 6116 dated March 7, 1996 (fe1)
  2. Exceptional loans granted to cover due salaries during the months specified in "Article 14 bis" of Base Decision No. 6116 dated March 7, 1996 (fe2)
  3. Exceptional loans granted to cover operating expenses during the months specified in "Article 14 bis" of Base Decision No. 6116 dated March 7, 1996 (fe3)
  4. Exceptional loans granted to cover productive needs or working capital during the months specified in "Article 14 bis" of Base Decision No. 6116 dated March 7, 1996 (fe4) ex. Exceptional loans granted to persons affected by the Beirut Port explosion

Article Two: This decision takes effect upon its issuance. Article Three: This decision is published in the Official Gazette.
