Decree No. 41 of 2016 on the Licensing and Supervision of Money Changers
The Palestinian Monetary Authority, through Decree No. 41 of 2016, establishes a comprehensive licensing and supervisory framework for money changers in Palestine. The decree mandates that all natural and legal persons conducting currency exchange activities obtain prior authorization, maintain adequate capital, and comply with strict operational, reporting, and anti-money laundering requirements. It further empowers the Authority to conduct inspections, impose financial penalties up to $10,000, and revoke licenses for non-compliance, thereby ensuring financial stability and consumer protection.
