Circular No. 01/EMO/2026, of January 27 – Statistics on Payment Means and Instruments, Access Channels to Financial Services, and Securities

MONETARY STABILITY DEPARTMENT CIRCULAR NO. 01/EMO/2026 Maputo, January 27, 2026

SUBJECT: STATISTICS ON PAYMENT MEANS AND INSTRUMENTS, ACCESS CHANNELS TO FINANCIAL SERVICES, AND SECURITIES

The Bank of Mozambique established, through Notice No. 5/GBM/2025 of October 21, the terms for submitting information necessary for compiling statistics on securities issuances, transactions, and positions; distribution of the branch network of credit institutions and financial companies; system interest rates; credits and deposits; external sector; and the National Payments System.

Thus, under the provisions of paragraph 4 of Article 3 of the aforementioned Notice, the Bank of Mozambique determines:

  1. The information referred to in Articles 3, 4, and 5 of Notice No. 5/GBM/2025 of October 21 must be submitted to the Bank of Mozambique according to the reporting templates contained in the Annex, which is an integral part of this Circular.
  2. The templates must be submitted via the BSA Portal (Banking Supervision Application), on a monthly basis, by the 15th (fifteenth) day of the month immediately following the reference period, except for reporting with a daily frequency, expressly identified in the respective templates.
  3. In cases where credit institutions and financial companies temporarily lack operational capacity to ensure the reporting of information via the means indicated in the previous paragraph, or if the said means are unavailable, reporting must be carried out, on an exceptional basis, via email: DER_SRE@bancomoc.mz.

  1. During a period of 90 (ninety) days after the entry into force of this Circular, institutions must proceed with parallel reporting of the information, in accordance with the previous and the new regime introduced, as provided for in Notice No. 05/GBM/2025 of October 21.
  2. Upon expiry of the period indicated in the previous paragraph, institutions must proceed with reporting exclusively in accordance with the new regime.
  3. Circulars No. 01/EMO/2020 of August 13, No. 07/EMO/2021 of October 29, and No. 05/EFI/2021 of November 18 are hereby revoked.
  4. This Circular enters into force on January 28, 2026.

Questions regarding the interpretation and application of this Circular must be submitted to the Statistics and Reporting Department of the Bank of Mozambique.

b) The "Agent Category" field follows the coding below: 01 - Basic Agent: deposits, withdrawals, balance inquiries, and payments; 02 - Intermediate Agent: also includes transfers and mini-statements; 03 - Full Agent: includes account opening and forwarding of credit proposals (with express BM authorization); 04 - Super Agent: refers to structures that manage sub-agents, not necessarily conducting direct customer service. c) The Opening Date variable must be in DD-MM-YYYY format.

d) The "Reason for Status Change" field follows the coding below: 01 - Account reactivation; 02 - Prolonged inactivity / absence of movement; 03 - Lack of registration data update (KYC); 04 - Preventive or temporary block; 05 - Suspected fraud; 06 - Contractual or financial breach; 07 - Court order; 08 - Regulatory or compliance requirement; 09 - Suspected money laundering or terrorist financing; 10 - Application of legal or regulatory sanctions; 11 - Closure requested by the client; 12 - Closure by institution decision; 13 - Product closure or end of contractual relationship; 14 - Death of the holder; 15 - Insolvency, liquidation, or dissolution of the entity; 16 - System migration or operational error correction; 17 - Other reasons.
