Decision on Amendments and Supplements to the Decision on Data Collection and Dissemination of Compiled Statistics for the Monetary and Financial Sector, External Sector, Government Finance and Financial Accounts, and Public/Government Debt of Bosnia and Herzegovina

Based on Article 7, points b) and n), Article 64, paragraph 1, point c., and paragraph 3., Article 68, paragraphs 1 and 3, and Article 70 of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", nos. 1/97, 29/02, 8/03, 13/03, 14/03, 9/05, 76/06, and 32/07), the Governing Board of the Central Bank of Bosnia and Herzegovina, at its 1st meeting held on January 29, 2026, adopts

D E C I S I O N on amendments and supplements to the Decision on data collection and dissemination of compiled statistics for the monetary and financial sector, external sector, government finance and financial accounts, and public/government debt of Bosnia and Herzegovina

Article 1. In the Decision on data collection and dissemination of compiled statistics for the monetary and financial sector, external sector, government finance and financial accounts, and public/government debt of Bosnia and Herzegovina ("Official Gazette of BiH", no. 43/24), in Article 1, at the end of the text, the period is deleted and the words: "and the development of a system for collecting granular data on loans at the BiH level." are added.

Article 2. In Article 3, in paragraph (1), after the words "(hereinafter: IMF)," and before the words "analytical data", the words: "as well as the accompanying control form," are added.

Article 3. In Article 5, in paragraph (2), at the end of the sentence, the period is deleted and the words "loans and deposits." are added.

Article 4. In Article 8, paragraph (2) is amended and reads: "(2) Data for the compilation of the aforementioned statistics relate to transactions in categories of goods, services, primary and secondary income, as well as the capital account, and to financial transactions and balances in the areas of direct, portfolio, and other investments, financial derivatives, and reserve assets."

Article 5. In Article 9, point hh), the words "International organizations" are replaced with the words "International and regional organizations."

Article 6. A new Part with Articles 11a and 11b is added after Article 11, which reads:

"PART FIVE – DATA FOR THE GRANULAR LOAN DATA SYSTEM

Article 11a. (Content of data for the granular loan data system) (1) The Central Bank expands the scope of data collection from monetary and financial institutions in accordance with the requirements of the European Union and the WeFI code and introduces a system for collecting granular (analytical) data on loans for the entire BiH. (2) Data for the granular loan data system, within the meaning of this Decision, include data on loans from the monetary/banking sector.

Article 11b. All banks in BiH shall provide data for the granular loan data system to the Central Bank in the form of analytical data for each loan individually."

Article 7. (1) The current PART FIVE becomes PART SIX, and in Article 12, paragraph (1) is amended and reads: "(1) The Central Bank collects data from the second, third, fourth, and fifth parts of this Decision in accordance with: the methodological foundations for statistics of the monetary and financial sector, statistics of the external sector, statistics of government finance and public/government debt of BiH, and granular data on loans, and regulations governing the method and deadlines for data collection and dissemination of statistical reports for statistics of the monetary and financial sector, statistics of the external sector, statistics of government finance and public/government debt of BiH, which are adopted by the Central Bank."

Article 8. The current PART SIX becomes PART SEVEN, and in Article 13, point c), the period at the end is replaced with a comma, and a new point d) is added, which reads: "d) Granular data on loans for the purposes of implementing the WeFI code."

Article 9. (1) In Article 16, point f) is amended and reads: Set of tables in accordance with the Eurostat transmission program (ESA 2010 methodology): ESA Table 2 – main aggregates of general government, ESA Table 9 – detailed table on taxes and social contributions, ESA Table NTL – list of national taxes and contributions, ESA Table 28 – Quarterly debt of general government in accordance with the Maastricht criterion. (2) In point g), the words "part of Annex 1, Annex 3, and Annex 4" are deleted.

Article 10. A new Article 16a is added after Article 16, which reads:

"Article 16a. (Dissemination of compiled statistical reports in the area of WeFI code implementation) Set of indicators in accordance with the WeFI code Micro, Small and Medium Enterprises (eng. Micro, Small and Medium Enterprise; hereinafter: MSME) number of clients, MSME loans (in KM), MSME loan applications and approved loans (in KM), MSME Non-performing loans (%), MSME deposits and depositors (in KM)."

Article 11. In Article 17, point k), the period at the end is replaced with a comma, and a new point l) is added, which reads: "l) Other internal and external domestic and foreign users related to the implementation of the WeFI code."

Article 12. The current PART SEVEN becomes PART EIGHT, and in Article 18, the words "Methodological foundations for statistics of the monetary and financial sector, statistics of the external sector, statistics of government finance and public/government debt of BiH and Instruction on the method and deadlines for data collection and dissemination of statistical reports for statistics of the monetary and financial sector, statistics of the external sector, statistics of government finance and public/government debt of BiH" are amended and read: "acts from Article 12, paragraph (1) of this Decision."

Article 13. This Decision enters into force on the eighth day from the date of publication in the "Official Gazette of BiH", and shall also be published in the "Official Gazette of the Federation of BiH", "Official Gazette of the Republic of Srpska", and "Official Gazette of the Brčko District of BiH".
