Directive No. 06/DMA/DSP/2021 on Procedures for Central Government Balance Movements in National Currency

The National Bank of Angola’s Assets Markets and Payments Systems Departments issued Directive No. 06/2021 to establish specific “Central Government” sub-accounts within the Real-Time Payments System for 100% of monthly central government balances held by banking financial institutions. Banking institutions are authorized to freely manage these sub-accounts without prior approval, provided they report resource withdrawals via designated email addresses. The directive resolves interpretative ambiguities under the authority of the National Bank of Angola and takes immediate effect.

  • Procedures for the Movement of Central Government Balances in National Currency (NC)

Whereas it is necessary to define the procedures for the movement of Central Government balances, recorded in the monthly balance sheets of Banking Financial Institutions, as stipulated in Instruction No. 08/2021 of May 14, This Directive hereby establishes the following:

  1. Specific sub-accounts are created within the Real-Time Payments System (RTPS) for Central Government balances recorded in the monthly balance sheets of Financial Institutions, designated as “Central Government”, held by Banking Financial Institutions.
  2. The “Central Government” sub-account is designated for the deposit of Central Government balances in national currency (NC), which must correspond to 100% (one hundred percent) of the balances recorded in the balance sheet, including balances from accounts related to Tax Collection Services.
  3. Banking Financial Institutions are authorized to freely manage the “Central Government” sub-account without prior authorization from the National Bank of Angola, and must only report resource withdrawals to the email addresses sptr.help@bna.ao and dma@bna.ao.
