The Palestine Monetary Authority issued Instructions No. 17 of 2021 to formally re-impose and regulate clearing system fees for all licensed banks operating in Palestine. This directive explicitly repeals the previous Instructions No. 34 of 2020 and nullifies any conflicting regulatory provisions. The new fee framework becomes mandatory for all competent authorities to enforce starting July 1, 2021.
Based on the provisions of Decision-Law No. (17) of 2012 concerning the National Payments Settlement Law, particularly Article (7) thereof,
and after reviewing Instructions No. (4) of 2014 concerning the fees of the Immediate Payments and Clearing System, and Instructions No. (34) of 2020 concerning the clearing system fees,
and based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (235) dated 03/06/2021,
and in accordance with the powers delegated to us,
and in pursuit of the public interest,
we have issued the following Instructions:
The provisions of these Instructions shall apply to all banks licensed to operate in Palestine.
Instructions No. (34) of 2020 concerning the clearing system fees are hereby repealed.
Anything inconsistent with the provisions of these Instructions is hereby repealed.
All competent authorities shall, each within their respective jurisdiction, implement the provisions of these Instructions, which shall apply from 01/07/2021.
