National Designated List, April 17, 2024

The Attorney General’s Office of Mozambique issues this order to designate and update nine individuals on the National Designated List for their involvement in terrorism crimes, financing, and related offenses under Law No. 15/2023. The directive mandates the official publication of these updated designations in the Boletim da República, formally incorporating newly indicted persons who provide material or financial support to terrorist groups operating in Cabo Delgado Province. Each listed individual is formally charged with crimes including adherence to a terrorist organization, terrorism financing, and criminal association based on documented evidence of their activities and communications.

It so happens that, after that procedure, other persons were indicted for the practice of analogous acts, justifying their inclusion in the National Designated List. In terms of Article 25, item i) of Law No. 15/2023, of August 28, it is incumbent upon the Attorney General to, within the scope of the designation process of individuals or legal entities, groups, organizations, or entities for inclusion in the National List, "update and publish the National List of designated individuals or legal entities, groups, organizations, or entities". He abandoned the military camps, but continued as an informant and collaborator. While imprisoned in the Mieze Penitentiary Establishment, he attempted to recruit other convicts. He fished in the sea area of Mocímboa da Praia and Macomia, and the fish was intended for the sustenance of the terrorist group in the terrorist camps. He was involved in the appropriation of food products from the villagers' farms, also intended for the sustenance of the terrorist groups. Was captured by the SAMIM forces while attempting to flee from FDS offensives in one of the terrorist camps in Chai Administrative Post. Case No. 265/GCCCOT/2023 was initiated, and the defendant was charged on 12/16/2023, and the case was sent to the Judicial Court of Cabo Delgado Province on 01/12/2024 for trial, as there is sufficient evidence of the practice of the following crimes:
