Circular RUNOR 1-1949: Central Registry and Clearing of Public Debt Instruments, Monetary Regulation and Financial Trusts (CRYL) Update

The Central Bank of the Argentine Republic (BCRA) issued Communication “A” 8404 to update Section 9 of Circular RUNOR 1-1949 (CRYL) by revising the fee schedule for public debt instrument clearing, monetary regulation, and financial trusts. The updated annex establishes specific charges for FT, FTC, and DVP model transfers and defaults, general registration account maintenance, primary placement clearing, amortization, and custody services, with direct debit applied to BCRA accounts. Additionally, transfers ordered on primary auction clearing days are exempt from fees, and all charges are calculated per calendar month within the first 10 days of the following month.

The transfers included in items a) and b) of the preceding table will be exempt from this fee when ordered on the days primary placements for BCRA and National Government auctions are cleared, so that the resulting holdings can be transferred to their corresponding Collective Deposit Agents. The classification of the registration accounts for items g) and h) in the preceding table will be carried out as established in Section 3. Charges will be applied per calendar month, within the first 10 calendar days of the following month. All fees will be charged via direct debit to accounts opened at the BCRA.
