The Governor of the Bank of France issued Decision 2024-21 to reorganize the General Directorate of Payment Means (DGMP) by renaming the finance directorate and establishing a new IT directorate. The decision defines the specific mandates of seven subordinate units, including risk compliance, banknote manufacturing, institutional client relations, cash circulation, payment studies, and IT services. This regulatory framework, effective November 4, 2024, supersedes previous decisions to streamline the operational and strategic functions of the DGMP.

THE GOVERNOR OF THE BANK OF FRANCE DECIDES
Article 1: The Directorate of Finance and Management Control is renamed the Directorate of Administration, Finance, and Management Control. It incorporates the functions of the Governor's Office.
Article 2: A Payment Means IT Directorate is created, which brings together all IT activities of the General Directorate.
Article 3: The General Directorate of Payment Means (DGMP) comprises:
The Compliance and Risk Management Service (SCPR), which is responsible for managing the risks of the General Directorate in liaison with local risk management actors. It also handles the security of the information system of the Directorate of Fiduciary Activities. It ensures the proper conduct of permanent control work in the directorates, coordinates second-line oversight controls, and manages documentation. It is responsible for implementing the anti-corruption policy deployed within the DGMP.
The Banknote Manufacturing Directorate (DFB), which is in charge of proposing and implementing the industrial strategy of the printing works, on the current site and the future site (Refoundation). It is responsible for the Refoundation project management. It organizes the industrial site's activity while respecting all legal and regulatory requirements, particularly regarding environmental and personnel safety. It implements the purchasing, research, and development policies of the printing works. It represents the site to external stakeholders. It is in charge of managing labor relations at the site.
The Directorate of Administration, Finance, and Management Control (DAFCG), which defines and supervises financial management (accounting, treasury, management control...) for the entire General Directorate. It monitors the activities of the Banknote Manufacturing Directorate and the Institutional Client Relations Directorate within the framework of the financial and budgetary autonomy granted to banknote manufacturing, in coordination with the Bank's Finance Directorate. It ensures the application of current financial and tax regulations.
These functions are also performed for the subsidiary Europafi, within the framework of the service agreement between the paper mill and the Bank of France. It is competent for human resources management, training, and labor relations for units that do not fall under the Banknote Manufacturing Directorate or the Institutional Client Relations Directorate.
The Institutional Client Relations Directorate (DRCI), which is in charge of developing and implementing the commercial and marketing policy for banknote manufacturing, as well as commercial development and managing relationships with clients (foreign central banks, ECB, state printing works, private printers).
The Fiduciary Activities Directorate (DAF), whose mission is to guarantee the circulation of high-quality euro banknotes in sufficient quantities across the entire metropolitan territory. It manages relationships with the fiduciary sector (banks, cash-in-transit companies, Directorate General of the Treasury, Monnaie de Paris, National Gendarmerie, etc.); it puts euro banknotes and coins into circulation and ensures their maintenance, directly as an operator and with functional responsibility for the network's cash offices, or indirectly as a supervisor of operators (credit institutions and cash-in-transit companies) recycling banknotes and coins by their own means.
The Directorate of Studies and Payment Surveillance (DESP), which is responsible for studies on the digital euro, fiduciary currency, and scriptural and digital payment means, which it also monitors. The Directorate is responsible for combating banknote counterfeiting. It manages statistical and regulatory collections on scriptural payment means.
The Payment Means IT Directorate (DIMP), which brings together all IT activities of the DGMP, including management IT and industrial IT. It exercises the role of project owner for the evolution of the DGMP's information system, manages IT projects, and provides maintenance and user support for applications within the scope of the DGMP's activities.
Article 4: This decision enters into force on November 4, 2024. It repeals Regulatory Decision No. 2023-05 of February 28, 2023, except for its Articles 2 and 3. It is published in the official publication register of the Bank of France.
