Circular No. (77 / 2021) To all payment service companies operating in Palestine Date: Monday, March 29, 2021

Subject: Signatory Mandate and Correspondence

Payment service companies must comply with the following:

1. Prepare and approve the company's signatory mandate in accordance with the company's approved financial and administrative authority matrix.

2. The mandate must include the signatories for the company's board of directors and its senior management.

3. Provide the Palestine Monetary Authority annually with a comprehensive signatory list containing the names and approved specimen signatures of board members and senior management, no later than the end of March each year.

4. Notify the Palestine Monetary Authority of any amendments to the approved signatory mandate within five working days of the amendment date.

5. Correspondence directed from the company to the Authority must be signed by the Chief Executive Officer/Managing Director or their deputies.

6. Letters addressed to the Governor of the Palestine Monetary Authority must be signed by the Chairman of the Board or their deputy, and in their absence, by the Chief Executive Officer/Managing Director.
