Circular No. 71 Follow-up on the Digital Risk Protection System

The Palestine Monetary Authority requires all banks operating in Palestine to submit a progress report and fraud statistics regarding their implementation of the Digital Risk Protection System by Sunday, 11 August 2024. The submission must detail the status of system deployment, quantify successful and unsuccessful fraud cases involving fake pages, websites, and applications impersonating the bank both before and after implementation, and list discovered and closed fake digital platforms. Banks must provide these updates alongside specific metrics on fake web pages, social media accounts, and mobile applications to ensure ongoing compliance with Cybersecurity Framework No. 11 of 2022 and Circular No. 29/2024.

Subject: Follow-up on the implementation of the Digital Risk Protection System

Following our instructions regarding the requirements of Cybersecurity Regulatory Framework No. (11) for 2022, and Circular No. (29/2024) dated 2024/03/20 concerning the implementation of the Digital Risk Protection System and Bank Brand protection from external threats such as: using a domain name similar to the bank's domain name, phishing attacks, creating fake pages under the bank's name on social media platforms, creating fake links and using the bank's logo and name in these links, all banks are requested to provide us with the following by Sunday, 2024/08/11 at the latest:

  1. Updates/status of system implementation.
  2. The number of successful and unsuccessful fraud cases experienced by the bank's customers via fake pages, websites, and applications impersonating the bank before the system was implemented since the beginning of the current year.
  3. The number of successful and unsuccessful fraud cases experienced by the bank's customers via fake pages, websites, and applications impersonating the bank after the implementation of the protection system.
  4. The number of fake pages, websites, and platforms impersonating the bank that have been discovered / and the number of pages closed since the beginning of system implementation, which must include the following details:
