Instructions No. 1 Regarding Point of Sale Transaction Fees - Payments
The Palestine Monetary Authority has issued Instructions No. 1 of 2026 to extend the validity of Article 2 regarding Point of Sale transaction fees until December 31, 2026. This directive builds upon previous banking and national payments decrees, explicitly referencing Instructions No. 3 of 2025 as the foundational regulatory framework. All competent authorities are mandated to implement and enforce these provisions effective from their issuance date in Ramallah on January 5, 2026.

Instructions No. (1) of the Year 2026 Regarding Point of Sale Transaction Fees
Based on the provisions of Law Decree No. (9) of 2010 regarding Banks, particularly Articles (40 and 72) thereof, and the provisions of Law Decree No. (41) of 2022 regarding National Payments, particularly Articles (7 and 18) thereof, and subsequently to Instructions No. (3) of 2025 regarding Point of Sale Transaction Fees, and based on the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
Article (1) Definitions The Original Instructions: Instructions No. (3) of 2025 regarding Point of Sale Transaction Fees.
Article (2) Point of Sale Transaction Fees Extension of the application of Article (2) of the Original Instructions until 31/12/2026.
Article (3) Implementation and Enforcement All competent authorities shall implement the provisions of these Instructions, each within its respective jurisdiction, and they shall apply as of their date of issuance.
