Submission of Periodic Returns

The Central Bank of Seychelles directs all bureaux de change to submit quarterly financial statements (SF(iv) and SF(v)) and bi-annual complaints data (COMP 31) to its Financial Services Supervision Division. The circular mandates that financial statements be filed by the last working day following each quarter, while complaints data must be submitted within fifteen days of the reporting period, both via email to fssdreturns@cbs.sc. Failure to comply constitutes an offence under section 40 of the Financial Institutions Act, 2004, and may result in a conviction fine of SR400,000.

## TO ALL BUREAUX DE CHANGE

### Submission of periodic returns

All bureaux de change are hereby informed that the quarterly Statement of Assets and Liabilities (SF(iv)) and Income and Expenditure Statement (SF(v)) and the bi-annual Complaints stats return (COMP 31) should be submitted to the Financial Services Supervision Division as follows.

- SF(iv) and SF(v) should be submitted on or before the last working day of the calendar month, after the end of reporting quarter. For example, the quarterly return for June 2016 should be submitted by July 29, 2016.

- COMP 31 should be submitted within 15 days after the end of the reporting period. For example the half yearly return should be submitted by July 15, 2016.

Please note that the said returns should be submitted to Financial Services Supervision Division on the following email address **fssdreturns@cbs.sc**.

We would also like to inform all Bureaux de change that the submission of periodic returns is a requirement of section 40 of the Financial Institutions Act (FIA), 2004, as amended. Any financial institution that fails, refuses or unreasonably delays to submit a statement or report to the Central Bank pursuant to section 40 of the FIA commits an offence and is liable to a fine of SR400,000 upon conviction, in line with section 63(2)(d) of the said Act.
