Circular No. (130) Mosque Care Committees
The Palestine Monetary Authority issued Circular No. (30/2025) instructing all banks operating in Palestine to fully comply with previous directives facilitating cash deposits and checkbook issuance for Mosque Care Committees in Shekel currency. The directive responds to a formal request from the Ministry of Awqaf and Religious Affairs, which highlighted that some banks' refusal to accept deposits exceeding 10,000 Shekels jeopardizes committee funds and hinders compliance with financial governance standards. Banks are hereby mandated to remove these deposit restrictions and ensure the smooth processing of transactions to safeguard committee assets and enable proper operational fulfillment.

Attached is a copy of the letter from His Excellency Dr. Sheikh Muhammad Mustafa Najm, Minister of Awqaf and Religious Affairs, No. (1053), regarding the request to facilitate procedures for accepting cash deposits in bank accounts for Mosque Care Committees in Shekel currency and issuing checkbooks, enabling them to meet their obligations in accordance with standard procedures. Accordingly, it is requested to take the necessary measures regarding this matter.

Peace, mercy, and blessings of God be upon you. Subject: Facilitating the deposit of financial amounts for Mosque Care Committees
The Ministry of Awqaf and Religious Affairs extends its best greetings, hoping for your good health and well-being. With reference to the above subject, and to our letter No. (661) dated 13/07/2025, and to the instructions issued by Your Excellency directed to banks regarding facilitating deposits for Mosque Care Committees and Quran Support Committees in Shekel currency, and enabling them to issue checkbooks that allow them to organize their work and meet their obligations in accordance with prevailing procedures and regulations.
Whereas some banks have refused to accept deposits for amounts exceeding (10,000) ten thousand Shekels, which exposes the funds of these committees to risk and prevents them from applying the financial system and governance standards, and fails to enable them to perform their duties.
Accordingly, we hope Your Excellency will kindly issue instructions to banks to comply with what was previously issued by Your Excellency, and to ensure the safety of the committees' funds and the smooth regularity of their operations. Praying to God Almighty to grant us and you success in serving the homeland and its sanctities. May God grant you success and crown your journey with brilliance, success, and prosperity.
