Technical Guideline for the Use of the System for Maintaining Registers and Recording Education of Insurance and Reinsurance Distributors

The Croatian Financial Services Supervisory Agency (HANFA) issued this Technical Guideline to standardize the registration, authentication, and operational procedures for accessing its centralized system for maintaining registers and recording education of insurance and reinsurance distributors. The document mandates that authorized users authenticate via digital certificates issued by FINA, specifying required hardware, software, and certificate characteristics such as issuer (RDC), security level (medium), and key usage. It further defines three authorization levels for external users—Level 2 for employer-educators, Level 3 for non-employer educators, and Level 4 for employers without educator status—each granting specific rights to enter, amend, or view master and education data within the system.

TECHNICAL GUIDELINE FOR THE USE OF THE SYSTEM FOR MAINTAINING REGISTERS AND RECORDING EDUCATION OF INSURANCE AND REINSURANCE DISTRIBUTORS

1. INTRODUCTION

This Guideline contains a description of the registration, login, and operation procedures for persons authorized to access the computer system of the Croatian Financial Services Supervisory Agency (hereinafter: HANFA) into the system for maintaining registers and recording education of insurance and reinsurance distributors.

2. USER REGISTRATION

2.1. Prerequisites for Operation

  • personal computer with Internet access
  • USB stick or smart card with a normalized digital certificate (authentication certificate)
  • installed hardware and software support for the use of digital certificates.

2.2. Digital Certificate for Authentication of Persons Authorized to Access the System

Authorized persons will log in to the HANFA computer system using digital authentication certificates via the appropriate interface on the HANFA website.

The digital certificate, through which the identity of the authorized person is uniquely determined, is located on a chip embedded in a USB stick or so-called smart card. Upon accessing the HANFA computer system, the user will be identified by inserting the USB stick into a USB port or the smart card into the corresponding reader and entering the PIN.

The HANFA computer system is identified to the authorized person via the corresponding digital certificate, and the connection between the user and the HANFA computer system is secure, preventing unauthorized persons from accessing data transmitted through this connection.

Digital authentication certificates can be obtained at all FINA branches. To access the HANFA service, a business certificate with the following characteristics must be requested from FINA:

The certificate is delivered on a USB stick or smart card along with a reader with a USB connection.

Persons who already possess a FINA digital certificate may use it to access the HANFA computer system.

Detailed information regarding the required documentation for obtaining a digital certificate can be obtained by calling the FINA Customer Relations Center: 08 0000 80.

For detailed instructions, setup assistance, and use of the application supporting digital certificate operation, as well as work with USB sticks or smart cards, card readers, and similar equipment, the obligated party must contact the issuer of digital certificates.

Upon receiving the USB stick or smart card with a digital certificate, the authorized person must register their digital certificate using the appropriate interface on the HANFA website.

An authorized person whose certificate is already registered in HANFA does not need to register it again.

To obtain the appropriate level of authority for using the system for maintaining registers and recording education of insurance and reinsurance distributors, obligated parties must send a completed access form to HANFA by post, which forms Annex I of this Guideline and whose template can be downloaded from the HANFA website.

In accordance with Articles 12 and 13 of the Regulation on the Professional Competence and Suitability of Insurance and Reinsurance Distributors and Registration, employers may obtain a level of authority to amend the master data of physical persons or employees, while Educators who meet the conditions prescribed by the Regulation may obtain a level of authority to update education records.

After successful registration of the authorized person and upon receipt of a properly completed access form regarding the authorized person, HANFA will enter the authorized person into the user register and assign them the necessary level of authority for using the system for maintaining registers and recording education of insurance and reinsurance distributors.

2.2.1. Levels of Authority for Using the System for Maintaining Registers and Recording Education of Insurance and Reinsurance Distributors

For the purposes of this Technical Guideline, the term "Employer" refers to a legal entity or a natural person/trader registered in the register under Article 411, paragraph 1, points 2, 3, 5, 6, 7, 8, 9, 10, 12, and 13 of the Insurance Act, for which persons registered in the Register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA, perform insurance and/or reinsurance distribution activities based on an employment contract or other contractual relationship.

External users may obtain the following levels of rights:

Level 2: Employers with Educator Status

Level 2 includes the rights to enter and amend education records, enter and amend master data, and view education hour status for persons registered in the Register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, for whom the employer is responsible.

Level 2 rights may be obtained by a legal entity or natural person-trader meeting the educator conditions prescribed by the Regulation on the Professional Competence and Suitability of Insurance and Reinsurance Distributors and Registration, which is simultaneously an employer for persons registered in the Register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA.

An external user who has obtained Level 2 rights may enter and amend master data for persons they employ, who are located in the register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA.

An external user who has obtained Level 2 rights may view the education hour status for persons they employ, who are located in the register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA.

To obtain Level 2 rights, the access form in Annex I of this Technical Guideline must be marked with A) Master Data (for Employers) and B) Education Data (for Educators).

Level 3: Educators who are not Employers

Level 3 includes the right to enter and amend education records.

Level 3 rights may be obtained by a person meeting the educator conditions prescribed by the Regulation on the Professional Competence and Suitability of Insurance and Reinsurance Distributors and Registration.

To obtain Level 3 rights, the access form in Annex I of this Technical Guideline must be marked with B) Education Data (for Educators).

Level 4: Employers without Educator Status

Level 4 includes the right to enter and amend master data, and view education hour status for persons they employ, who are located in the register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA.

Level 4 rights may be obtained by any Employer - a legal or natural person-trader registered under Article 411, paragraph 1, points 2, 3, 5, 6, 7, 8, 9, 10, 12, and 13 of the Insurance Act, which does not hold educator status under Article 10 of the Regulation on the Professional Competence and Suitability of Insurance and Reinsurance Distributors and Registration, for which persons registered in the Register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA, perform insurance and/or reinsurance distribution activities based on an employment contract or other contractual relationship.

An external user who has obtained Level 4 rights may view the education hour status for persons they employ, who are located in the register of Insurance Representatives, Insurance Brokers and/or Reinsurers and Sub-brokers, maintained by HANFA.

To obtain Level 4 rights, the access form in Annex I of this Technical Guideline must be marked with A) Master Data (for Employers).

2.3. Login to the User Registration Interface

Launch your Internet browser and open the website: http://edukacija.hanfa.hr

Insert the USB stick or reader with an inserted smart card into the computer and click "Registration" on the right side at the top.

Select your digital certificate from the list and click "OK"

Enter the corresponding PIN for the selected digital certificate and click "OK".

Complete the form and click "Register".

Upon successful registration, you will receive the following notification:

Upon receiving the registration request from an external user, the HANFA administrator verifies the data, authorizes the request, and sets the appropriate authorization level for external users.

Users whose registration is authorized immediately proceed to the main application page, through which they can, depending on their authorization level, enter, update, delete education records and time spent on education.

Users who are granted the authorization level for amending and updating master data can also access that part of the application.

3. FINAL PROVISIONS

This Guideline enters into force on the date of publication on the HANFA website.

Upon the entry into force of this Guideline, the Technical Guideline for using the system for maintaining registers and recording education of insurance and reinsurance distributors, CLASS: 011-02/20-04/02, REG. NO.: 326-01-22-20-1 dated February 20, 2020, ceases to be valid.
