The Central Bank of the Comores issued Instruction No. 04/2013/DSBR/BCC to extend the validity of existing financial regulatory texts and minimum capital requirements until June 30, 2014 or until new regulations are implemented. The Bank authorized the Meck Iconi to join the Union des Mecks as an affiliated decentralized financial institution under Circular Letter No. 002/2013/DSBR. Additionally, Circular Letter No. 004/2013/COB granted MCTV permission to open a new money transfer and exchange agency at the Moroni-Hahaya International Airport.

Having regard to Law 80-08 of June 26, 1980, relating to currency and the role of the Central Bank of the Comores in the control of banks and financial establishments, credit, and foreign exchange.
Having regard to Law No. 13-003/AU of June 12, 2013, regulating banking and financial activities, specifically Article 103.
The Governor decides the following:
Article 1 Regulatory texts issued by the Central Bank of the Comores in application of Law 80-07 and Decree 04-069/2004, and not repealed, shall remain in force until June 30, 2014.
Article 2 Legal and regulatory provisions relating to the minimum share capital of Financial Institutions approved prior to the promulgation of Law No. 13-003/AU of June 12, 2013, shall remain applicable until the implementation of regulatory provisions in application of Article 12 of the current law.
Article 3 - This instruction shall enter into force as of its date of signature.

Circular Letter regarding the admission of Meck Iconi into the Union des Mecks
Having regard to Law 80-08 of May 3, 1980, relating to currency and the role of the Central Bank of the Comores in the control of banks, financial establishments, credit, and foreign exchange.
Having regard to Decree No. 04-069/PR of June 22, 2004, regulating the activity of Decentralized Financial Institutions;
Having regard to Instruction No. 001/2004/COB regarding the application for approval of Decentralized Financial Institutions in application of Decree No. 04-069/PR, specifically Article 4.
Having regard to Circular Letter No. 002/2004/COB regarding the declaration of creation of a Decentralized Financial Institution within an already approved Union, specifically Article 2.
Considering the processing of the application for admission submitted to the Central Bank of the Comores by the General Management of the Union des Mecks.
Sole Article Meck Iconi is authorized to join and exercise its activities within the Union des Mecks. It is registered in the register of Decentralized Financial Institutions as an affiliated institution.
This circular letter shall enter into force as of its date of signature.

Circular Letter regarding the opening of an MCTV Agency at Hahaya Airport "Maison Comorienne des Transferts et Valeurs" (MCTV).
Having regard to the Federal Framework Law No. 80-08 of May 3, 1980, relating to currency and the role of the Central Bank of the Comores in the control of Banks and Financial Establishments;
Having regard to Law 80-07 of June 26, 1980, regulating Banks and Financial Establishments;
Having regard to Decree 87-005/PR, regulating Financial Relations between the Comoros and foreign countries;
Having regard to Law No. 12-008/AU of June 28, 2012, combating money laundering and the financing of terrorism;
Having regard to Order No. 09-078/VP-/MFBEF/CAB of December 12, 2009, approving MCTV;
Having regard to Circular Letter No. 008/2009/COB of December 31, 2009, regarding the approval of MCTV as a financial intermediary;
Article 1 The Central Bank authorizes MCTV to open an MCTV agency for money transfer and exchange at the Moroni-Hahaya International Airport.
Article 2 Operations carried out by this new agency must be conducted in compliance with the legal and regulatory provisions governing the activities of MCTV.
