Directive No. 03- DMA-2021, dated May 6

The Bank of Angola, through its Financial Inclusion and Financial System Regulation departments, issues Directive No. 03- DMA-2021 to mandate banking financial institutions to electronically report statistical data on Simplified Bank Accounts via the Financial Institutions Portal or email by 8:30 a.m. on the 8th of each following month using specified XML or Excel formats. The directive requires institutions to complete Annex II and submit it to the General Tax Administration in XML format, while establishing clear compliance procedures, penalty frameworks under Law No. 14/21, and resolution mechanisms for interpretative disputes. It enters into force upon publication and standardizes monthly reporting templates, age/social structures, geographic distribution, and account balances to ensure accurate national financial inclusion monitoring.

DIRECTIVE NO. 03- DMA-2021, DATED MAY 6 Whereas it is necessary to define the rules and procedures that Financial Institutions must observe for reporting statistical information on Simplified Bank Accounts to the Bank of Angola, as provided in Article 11 of Notice No. 12/2020, dated April 27; In accordance with the combined provisions of Article 21 of Law No. 16/10, dated July 15, the Bank of Angola Act, and Article 235 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Act, and in the exercise of the competence conferred upon me by Article 51 of Law No. 16/10, dated July 15, the Bank of Angola Act; This Directive serves to establish the following:

  1. Banking Financial Institutions must submit to the Bank of Angola statistical information on Simplified Bank Accounts, as set out in Annex I – “Statistical Map for Monthly Reporting of Simplified Bank Accounts”, which forms an integral part of this Directive.
  2. The statistical information established in paragraph 1 of this Directive must be reported electronically by 8:30 a.m. on the 8th day of the month following the period to which the information refers, using the Financial Institutions Portal (FIP), in compliance with the provisions, requirements, and specifications for messages in XML format.
  3. For the purposes of the preceding paragraph, while information parameterization in the FIP for sending and receiving data is not yet available under this Directive, Banking Financial Institutions must submit to the Bank of Angola in Excel format, using spaces as thousand separators and commas for decimals, via the electronic address: Div_Aval_Impacto@bna.ao
  4. Banking Financial Institutions must complete Annex II, which forms an integral part of this Directive, and submit it to the General Tax Administration (AGT) in XML format via the electronic address: dcc.dca.agt@minfin.gov.ao, pursuant to paragraph 2 of Article 11 of Notice No. 12/2020, dated April 27.
  5. Non-compliance with this Directive constitutes an offense provided for and punishable under Law No. 14/21, dated May 19, the General Regime of Financial Institutions Act.
  6. Doubts and omissions arising from the interpretation of this Directive are resolved by the Bank of Angola.
  7. This Directive enters into force on the date of its publication. Luanda, May 21, 2021.
