Instruction No. 15-07-2025 RFE on Periodic Reporting Procedures for Regulatory Authorities

Issued by the BCEAO and the Foreign Finance Structure, Instruction No. 15-07-2025 RFE mandates that approved intermediaries, manual exchange dealers, and postal administrations submit periodic settlement reports and supporting documents to the respective authorities within ten working days following each month’s end. The directive specifies distinct reporting lists and transmission frequencies for intermediaries (Annex 1) and exchange dealers (Annex 2), while requiring postal offices to detail cross-border settlements by origin, destination, and operation type across goods imports, standard postal services, and non-UEMOA transfers. Superseding prior reporting frameworks including Instruction No. 11-07-2011/RFE, the instruction permits physical or electronic submission and officially enters into force on August 1, 2025.

2 Article 3: Periodic Reporting Approved intermediaries shall submit to the Foreign Finance Structure and to BCEAO, the documents whose list and transmission frequency are specified in Annex 1 of this Instruction. TITLE III: MANUAL EXCHANGE DEALERS Article 4: Periodic Reporting Manual exchange dealers shall submit to the Foreign Finance Structure and to BCEAO, the documents whose list and transmission frequency are specified in Annex 2 of this Instruction. TITLE IV: THE POSTAL ADMINISTRATION OR OFFICE Article 5: Settlement Reports The Postal Administration or Office shall transmit to the Foreign Finance Structure and to BCEAO, within ten working days following the end of each month, the overall statement of settlements with foreign countries, broken down by destination and origin regarding the following operations: • goods import operations; • standard postal operations, according to the ceilings authorized by the different regimes adopted in the various international agreements to which the concerned member state of UEMOA participates; • transfers executed to a country not a member of UEMOA. TITLE V: MISCELLANEOUS AND FINAL PROVISIONS Article 6: Transmission of Information The transmission of information covered by Titles II to IV of this Instruction may be carried out on physical or electronic media, upon request by the Foreign Finance Structure or BCEAO. Article 7: Entry into Force This Instruction repeals all prior provisions dealing with the same subject, notably Instruction No. 11-07-2011/RFE of July 13, 2011, concerning periodic reports to be submitted to the authorities responsible for ensuring compliance with the regulations governing the external financial relations of the member states of UEMOA.
