Clarification on Implications of Customer Negative Listing on the Credit Reference Bureau

The Bank of Zambia clarifies that financial institutions must utilize Credit Reference Bureau (CRB) negative listing data for appropriate credit pricing rather than applying it as an automatic reason for loan denial. This directive requires all commercial banks and credit service providers to conduct comprehensive, prudent credit assessments that integrate both positive and negative CRB records in compliance with the 2014 Guidance Note and 2008 Directive. By treating the negative list as a risk-mitigation tool instead of an automatic blacklist, lenders can reduce information asymmetry and align credit approvals with actual borrower capacity.
