Circular Letter No. 192/2013

The Central Bank of Libya issued Circular Letter 192/2013 to mandate that commercial banks and interim administrative committees route medical foreign remittances through Libyan embassy health offices abroad rather than directly to hospitals. This directive, grounded in Law No 1 of 2005 and building upon prior exemptions granted to specific medical committees, requires direct embassy transfers when health office routing proves unfeasible. Consequently, banking operations must align with this centralized medical payment channel to ensure compliance with the governor's approval and established foreign exchange regulations.

In the Name of Allah, the Most Gracious, the Most Merciful

Based on the provisions of Law No. (1) of 2005 concerning Banks and its amendments.

And with reference to the letter from Mr./Undersecretary of the Ministry of Health in the Transitional Libyan Government, bearing Reference No. 16408, dated 24/06/2012 AD, concerning the request of the Central Medical Committees under the Ministry of Health in general for approval to conduct foreign remittances directly without referring to the Central Bank of Libya in each case. The approval of Mr./Governor of the Central Bank of Libya was granted to the aforementioned request, following which some committees that previously applied for approval were exempted from the condition of obtaining prior permission from the Central Bank of Libya regarding conducting foreign remittances.

Therefore, you are requested not to transfer medical amounts directly to hospitals, but to transfer them to the health offices of Libyan embassies abroad. If transfer to the health offices is not feasible, they shall be transferred directly in the name of the embassy.
