Circular No. (77 / 2021) To all payment service companies operating in Palestine Date: Monday, March 29, 2021

Subject: Signatory Authority List and Correspondence

Payment service companies must comply with the following:

1. Prepare and approve the company's signatory authority list in accordance with the company's approved financial and administrative authority matrix.

2. The list must include the signatories for the company's board of directors and its senior management.

3. Submit to the Palestine Monetary Authority annually a comprehensive signatory list containing the names and approved signature specimens of the company's board of directors and senior management, no later than the end of March each year.

4. Submit to the Palestine Monetary Authority any amendments to the approved signatory authority list, no later than five working days from the date of the amendment.

5. Correspondence directed from the company to the Palestine Monetary Authority must be signed by the Chief Executive Officer/Managing Director or their deputies.

6. Messages directed to the Governor of the Palestine Monetary Authority must be signed by the Chairman of the company's board of directors or their deputy, or in the absence of the Chairman, by the Chief Executive Officer/Managing Director.
