Instruction No. 2026-I-01 on Information to be Transmitted to the ACPR by Payment Service Providers Regarding Fees for Transfers, Instant Transfers, and Payment Accounts and the Share of Rejected Transactions

The Prudential Control and Resolution Authority (ACPR) issued Instruction No. 2026-I-01 requiring payment service providers to annually report fee levels for transfers, instant transfers, and payment accounts, as well as the volume of rejected transactions. Providers must submit this data via the ACPR's ONEGATE portal in XBRL-csv format by April 9 each year, adhering to standards set by the European Commission's Implementing Regulation No. 2025/1979. This directive implements technical and commercial requirements for euro payments under EU Regulation 260/2012 as amended by Regulation 2024/886.

Instruction No. 2026-I-01 regarding the information to be transmitted to the ACPR by payment service providers concerning the level of fees charged for transfers, instant transfers and payment accounts as well as the share of rejected transactions

The Prudential Control and Resolution Authority (ACPR), Having regard to Regulation (EU) No 260/2012 of the European Parliament and of the Council of 14 March 2012 establishing technical and commercial requirements for transfers and direct debits in euros, as amended by Regulation (EU) 2024/886 of the European Parliament and of the Council of 13 March 2024, in so far as it concerns instant euro credit transfers, in particular Article 15 thereof; Having regard to Commission Implementing Regulation (EU) No 2025/1979 of 1 October 2025; Having regard to Article L. 612-24 of the Monetary and Financial Code; Having regard to the opinion of the Prudential Affairs Consultative Committee of 7 January 2026; After being informed by the Commercial Practices Consultative Committee on 9 October 2025,

DECIDES

Article 1: Payment service providers, referred to in I and c of II of Article L. 521-1 of the Monetary and Financial Code, shall communicate to the ACPR, by 9 April at the latest each year, information concerning the level of fees charged for transfers, instant transfers and payment accounts, as well as the number of rejected transactions, in accordance with the conditions provided for in Commission Implementing Regulation (EU) No 2025/1979 and its annexes.

Article 2: The submissions referred to in Article 1 shall be filed by payment service providers on the ACPR's ONEGATE portal in XBRL-csv format in a zipped folder, without electronic signature. The XBRL-csv submissions shall comply with the standards communicated by the European Banking Authority, available on its website.
