E-mail: fprd@cbn.gov.ng 10th June, 2013 FPR/DIR/GEN/ADM/01/003 LETTER TO ALL BANKS AND OTHER FINANCIAL INSTITUTIONS TERRORISM (PREVENTION) (PROSCRIPTION ORDER) NOTICE, 2013 The Federal Government of Nigeria in its effort to stem terrorism in the country has proscribed the activities of "JAMAATU AHLIS-SUNNA LIDDAAWATI WAL JIHAD" otherwise known as "BOKO HARAM" Sect and "JAMA'ATU ANSARUL MUSLIMINA FI BILADIS SUDAN" in any part of the country. Their activities are consequently declared as terrorism and illegal.

All banks and other financial institutions (OFIs) are, by this letter, required to check their database for the names "JAMAATU AHLIS-SUNNA LIDDAAWATI WAL JIHAD" otherwise known as "BOKO HARAM" Sect and "JAMA'ATU ANSARUL MUSLIMINA FI BILADIS SUDAN" as well as their associates and to report same to the Central Bank of Nigeria. Where no accounts or business relationship are maintained for any of the proscribed names or their associates, a nil return should be rendered.

A copy of the proscription order notice is hereby attached for your necessary action.

ORDER DECLARING THE ACTIVITIES OF 'JAMAATU AHLIS-SUNNA LIDDAAWATI WAL JIHAD AND 'JAMA' ATU ANSARUL MUSLIMINA FI BILADIS SUDAN AS TERRORISM AND ILLEGAL, PROSCRIBING THEIR EXISTENCE AND RESTRAINING ANY PERSON OR GROUP OF PERSONS FROM PARTICIPATING IN ANY MANNER WHATSOEVER IN ANY FORM OF ACTIVITIES OR CONCERNING THE PROSECUTION OF THE COLLECTIVE INTENTIONS OR OTHERWISE OF THE SAID GROUPS.

Notice of Proscription Order.

1. NOTICE IS HEREBY GIVEN that by the Order of the Federal High Court Abuja, in Suit No. FHC/ABJ/CS/368/2013, dated 24th May, 2013 as per the Schedule to this Notice, the Activities of 'JAMAATU AHLIS-SUNNA LIDDAAWATI WAL JIHAD AND 'JAMA'ATU ANSARUL MUSLIMINA FI BILADIS SUDAN are declared to be terrorism and illegal and that the existence of 'JAMAATU AHLIS-SUNNA LIDDAAWATI WAL JIHAD AND 'JAMA' ATU ANSARUL MUSLIMINA FI BILADIS SUDAN are proscribed, pursuant to section 2 of the Terrorism (Prevention) Act, 2011 (As Amended)
2. Consequently the General Public is hereby warned that any person or group of persons participating in any manner whatsoever in any form of activities involving or concerning the prosecution of the collective intentions or otherwise of the said groups will be violating the provisions of the Terrorism (Prevention) Act, 2011 (as Amended) and liable to prosecution.

Liability for Participation in Proscribed Groups' activities.

3. This Notice shall be cited as the Terrorism (Prevention) (Proscription Short title.

3. AN ORDER restraining any person or group of persons from participating in any manner whatsoever in any form of activities involving or concerning the prosecution of the collective intention or otherwise of the said groups.

AND FOR SUCH FURTHER ORDER or other orders as this Honourable Court may deem fit to make in the circumstances.
