The Palestine Monetary Authority issued Instructions No. 1 of 2026 extending the application of Article 2 regarding point-of-sale transaction fees until December 31, 2026. Grounded in the Banking and National Payments Law Decrees, the directive mandates all competent authorities to implement these fee provisions effective from January 5, 2026. This regulatory extension preserves the existing fee framework established under Instructions No. 3 of 2025 while ensuring continuous enforcement across all relevant payment entities.
Palestine Monetary Authority Instructions No. (1) of 2026 Regarding Point-of-Sale Transaction Fees
Pursuant to the provisions of Law Decree No. (9) of 2010 regarding Banks, particularly Articles (40 and 72) thereof, and the provisions of Law Decree No. (41) of 2022 regarding National Payments, particularly Articles (7 and 18) thereof, and subsequently to Instructions No. (3) of 2025 regarding Point-of-Sale Transaction Fees, and based on the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
Article (1) Definitions The Original Instructions: Instructions No. (3) of 2025 regarding Point-of-Sale Transaction Fees.
Article (2) Point-of-Sale Transaction Fees Extension of the application of Article (2) of the Original Instructions until 2026/12/31.
Article (3) Implementation and Enforcement All competent authorities shall implement the provisions of these Instructions, each within its respective scope, and they shall apply from the date of their issuance.
