The Parliament of Rwanda enacted Law N° 29/2017, sanctioned by President Paul Kagame, to establish a voluntary, defined-contribution long-term savings scheme and define its organizational framework. The legislation mandates dedicated accounts managed by authorized administrators, investment managers, and custodians, while extending eligibility to citizens, foreign residents, informal workers, salaried employees, and minors. It defines benefit entitlements based on member contributions and investment performance, introduces state subsidies and fiscal incentives to encourage participation, and establishes regulatory oversight with inspection protocols and administrative sanctions.
