Regulation on Currency Reproduction

The Central Bank of the Republic of Azerbaijan issued Resolution № 51/2 to establish technical and design standards for reproducing banknotes and coins, thereby preventing counterfeiting. The regulation mandates that reproductions use different materials, maintain specific color contrasts of at least 30 percent, adhere to defined size ratios relative to original currency, and feature a clear "REPRODUCTION" label on banknotes. Non-compliant reproductions are legally classified as counterfeit and subject to enforcement actions by relevant public authorities.

‘Approved’ Central Bank of the Republic of Azerbaijan Resolution № 51/2 ‘25’ October 2023 Regulation on currency reproduction

  1. General provisions 1.1. This Regulation has been developed according to Articles 36 and 41-1 of the Law of the Republic of Azerbaijan ‘on the Central Bank of the Republic of Azerbaijan’. 1.2. This Regulation determines rules for reproduction of currency to prevent the counterfeiting of national currency (hereinafter - currency) issued to circulation by the Central Bank of the Republic of Azerbaijan (hereinafter - the Central Bank). 1.3. The requirements established by this Regulation also apply to the reproduction of bullion and commemorative coins issued to circulation by the Central Bank. 1.4. The requirements established by this Regulation do not apply to the reproduction of national currency prepared by the Central Bank for the purpose of producing educational materials and information bulletins.
  2. Definitions 2.1. The definitions used in this Regulation bear the following meanings: 2.1.1. currency – a cash payment facility issued to circulation by the Central Bank with specified technical parameters, design, and security elements. 2.1.2. reproduction – creating an analogue of a currency using an image of the entire surface or a specific part or individual design element of a genuine currency. 2.1.3. one-sided reproduction – reproduction of front or rear images of the currency. 2.1.4. two-sided reproduction – reproduction of both (front and rear) images of the currency. 2.1.5. electronic reproduction – reproduction of the electronic image of currency. 2.1.6. dpi (dots per inch) – the number of dots per inch during electronic image printing (a unit of measure equal to 2.5 cm). 2.1.7. ppi (pixel per inch) – the number of pixels per inch of the electronic image on PC (a unit of measure equal to 2.5 cm).
  3. Reproduction of banknotes 3.1. The reproduction of a banknote should be made of material different from the original paper of the banknote issued to circulation by the Central Bank.

3.2. The color tone of both sides or a certain part of the banknote, as well as the reproduction of the individual design element of the banknote, should be at least 30 percent darker or at least 30 percent lighter than the dominant color of the banknotes issued to circulation by the Central Bank. 3.3. The signature of the Governor of the Central Bank may not be reproduced as a separate element in other cases, except for reproduction on the banknote. 3.4. The reproduction of the banknote should bear the word 'REPRODUCTION' written in a clearly legible font, in large letters, indelible and contrasting with the dominant color of the reproduction. 3.5. The length of the expression ‘REPRODUCTION’ should be at least 75 percent of the length of reproduction, and the height thereof should be at least 15 percent of the width of the reproduction. 3.6. Dimensions (width and length) of the two-sided reproduction should be up to 50 percent or more than 200 percent of the surface of banknotes issued to circulation by the Central Bank. 3.7. Dimensions (width and length) of the one-sided reproduction should be up to 75 percent or more than 125 percent of the surface of banknotes issued to circulation by the Central Bank. 3.8. The reproduction of a certain part of a banknote or an individual design element should be 1/2 times smaller or more than 2 times the size of that part or the design element of a banknote issued to circulation by the Central Bank. 3.9. Quality of the electronic reproduction of the banknote should not exceed 72 ppi (72 dpi). 4. Reproduction of coins 4.1. The reproduction of coins should be made on a smooth surface and not be made in the embossed design of coins issued to circulation by the Central Bank. 4.2. The reproduction of coins should be made of non-metallic material that does not create a metallic view. 4.3. Dimensions (diameter and thickness) of the reproduction of coins should be 1/2 times smaller or more than 2 times larger than the dimensions of coins issued to circulation by the Central Bank. 5. Final provisions 5.1. The currency developed in violation of the requirements of this Regulation is deemed counterfeit. 5.2. If reproductions incompliant with the requirements of this Regulation are found in circulation, related information is sent to the relevant public authority (institution) to take actions established by the legislation.
