Resolution on Lump Sum Funds and Insurance Premiums for Insurers Operating in the Green Card System

The Board of the Ministry of Finance of Azerbaijan issued Resolution No. Q-10 to establish financial requirements for insurers operating under the Green Card System. The resolution mandates a fixed lump sum payment of 10,000 manats to the Compulsory Insurance Bureau’s current liabilities reserve account and defines tiered insurance premiums based on vehicle type, destination country group, and contract duration. It further specifies that premiums for vehicles traveling to multiple destination countries are calculated according to the highest applicable category, with full implementation effective January 1, 2016.

BOARD OF THE MINISTRY OF FINANCE OF THE REPUBLIC OF AZERBAIJAN RESOLUTION No. Q-10 Baku city January 30, 2015 On determining the amount of lump sum funds to be paid by insurers wishing to operate within the Green Card System to the current liabilities reserve account formed by the Compulsory Insurance Bureau and the insurance premiums to be applied under this system by insurers entitled to operate within the Green Card System To ensure the implementation of Part 2 of Decree No. 415 of the President of the Republic of Azerbaijan dated December 22, 2014, titled "On Amendments to Decree No. 500 of the President of the Republic of Azerbaijan dated September 15, 2011, “On Application of the Law of the Republic of Azerbaijan No. 1113-IVQD dated November 28, 2014, "On Amendments to the Law of the Republic of Azerbaijan "On Compulsory Insurance" and "On Application of the Law of the Republic of Azerbaijan No. 165-IVQ dated June 24, 2011, "On Compulsory Insurance", the Board of the Ministry of Finance of the Republic of Azerbaijan HEREBY RESOLVES:

  1. To determine the amount of the lump sum to be paid to the account for the current liabilities reserve formed by the Compulsory Insurance Bureau of insurers wishing to operate within the Green Card System, as provided for in Article 63-4.3 of the Law of the Republic of Azerbaijan "On Compulsory Insurance", at 10,000 (ten thousand) manats.

  2. To determine the insurance premiums to be applied under the Green Card international insurance system by insurers entitled to operate within this system in accordance with Article 63.9 of the Law of the Republic of Azerbaijan “On Compulsory Insurance”, in the following categories, taking into account the insurance amounts for compulsory insurance of civil liability of motor vehicle owners provided for in the legislation of the countries included in the Green Card System: 2.1. Insurance premiums for vehicles traveling to the Republic of Turkey and the Islamic Republic of Iran under Green Card contracts (Appendix 1); 2.2. Insurance premiums provided for in relation to motor vehicles traveling to the Republic of Belarus, the Republic of Moldova, the Russian Federation and the Republic of Ukraine under Green Card contracts (Appendix 2); 2.3. Insurance premiums provided for in relation to motor vehicles traveling to countries included in the Green Card System under Green Card contracts (Appendix 3).

  3. To determine that in relation to a motor vehicle traveling to several countries belonging to separate categories specified in Part 2 of this Resolution, the insurance premium is calculated according to the category for which a higher insurance premium is provided.

  4. To instruct he Ministry's Department for Regulation of the Financial and Insurance Market and the State Insurance Supervision Service to submit this Resolution to the Ministry of Justice of the Republic of Azerbaijan for inclusion in the State Register of Legal Acts of the Republic of Azerbaijan within 3 days and resolve other issues arising from this Resolution.

  5. To entrust Deputy Minister Azer Bayramov with supervision over the implementation of this Resolution.
