The Central Bank of Nigeria has issued an update to the Standards Organization of Nigeria Conformity Assessment Programme (SONCAP), which regulates certain products imported into the country. For Electrical and Electronics, oral hygiene appliances up to 500W excluding toothbrushes are subject to SONCAP. In the Chemical Products group, importers must comply with both NAFDAC and SONCAP requirements for motor lubricating oil, petroleum-based products, paints, varnishes, thinners, putties, adhesives (excluding medical plasters), while certain items such as fertilizers, condoms and contraceptives, baby diapers have been de-listed from SONCAP. All Authorized Dealers, Nigeria Customs Service, Service Providers for Destination Inspection and the General Public are to ensure compliance with these changes.

STANDARDS ORGANISATION OF NIGERIA CONFORMITY ASSESSMENT PROGRAMME (SONCAP) –UPDATED LIST OF REGULATED PRODUCTS Further to the circular ref: TED/FEM/GEN/FPC/01/021 dated February 21, 2007, all Autrhorised Dealers, Nigeria Customs Service, Service Providers for Destination Inspection and the General Public are hereby advised of the following changes in the status of some of the products under SONCAP as follows:
A) Group Ii- Electrical And Electronics:
(i) Item 11- 52 - oral hygiene appliances up to a maximum wattage of 500 W, excluding tooth brushes, are subject to SONCAP.
(ii) Item 11- 140 - water purifiers. The remarks should now read 'all types of water purifiers are regulated excluding chemically based ones.' B) GROUP IV- CHEMICAL PRODUCTS (i) Importers shall comply with both NAFDAC and SONCAP requirements for importation in respect of the items stated below:
- Item IV-01 motor lubricating oil and petroleum based products, for use in vehicles, HS Code 2710;
- Item IV- 02- paints, varnishes, thinners, putties and related products, HS Code 3208, 3209, 3214, 3824; and
- Item IV-22- adhesives including adhesive tapes and glues, excluding plasters for medical purposes.
(ii) The items stated below have been de-listed from SONCAP.
- Item IV-13 - fertilizers, HS Code 3101, 3102,3103,3104,3105; - Item IV- 19 - condoms and contraceptives, HS Code 4014.10; and - Item IV-21- baby diapers, sanitary pads and similar products, HS Code 4818.40.
All Authorized Dealers and the general public are hereby enjoined to ensure compliance with the provisions of this circular.
