Central Bank of Libya Circular Letter No. 10/2012

The Central Bank of Libya issued Circular Letter No. 10/2012 instructing all commercial banks and the Libyan Foreign Bank to facilitate the opening of current accounts for National Army members. This directive aligns with recent agreements between the Ministry of Finance and the Supreme Committee for Activating the National Army to replace cash salary disbursements with bank-directed incentive payments effective January 2012. Banks are required to process these account openings in strict compliance with existing Central Bank regulations governing current account management and attach the referenced correspondence for operational guidance.

This Bank has received a letter from the Chairman of the Supreme Committee for Activating the National Army, bearing reference number L.A.T.118 dated 28/12/2011 AD, which hopes to address all commercial banks operating in Libya to open current accounts for members of the National Army according to standard banking procedures.

And with reference to the letter from the Minister of Finance bearing reference number 56/3.23 dated 27/12/2011 AD, addressed to the Governor of the Central Bank of Libya regarding the directive to commercial banks operating in Libya to facilitate banking account opening procedures for members of the National Army, given the agreed termination of the cash payment system and its replacement by incentives directed to commercial banks, effective from January 2012 AD, to facilitate procedures.

And as we attach copies of the aforementioned letters, and based on the Governor's instructions, you are requested to take the necessary actions regarding this, in accordance with the regulations issued by the Central Bank of Libya governing the opening and management of current accounts at commercial banks.

Based on the verbal agreement reached with Brigadier General Faraj Ahmadah Suwiker, Director General of the Military Accounts Administration, regarding the organization of the salary payment mechanism for members of the National Army, which we hope will be accompanied by your cooperation in directing commercial banks operating in Libya to facilitate banking account opening procedures for members of the National Army, given the agreed termination of the cash payment system and its replacement by a payment system via incentives directed to commercial banks, effective from January 2012 AD to facilitate procedures.
