Standards on the Opening of Branches or Service Points

The Banque de la République d’Haïti (BRH) mandates that Savings and Credit Cooperatives (CECs) obtain prior authorization from the National Council of Cooperatives (CNC) and a favorable opinion from the central bank before opening new branches or service points. The regulation requires applicants to submit detailed business plans, financial projections, and site assessments at least four months in advance, while strictly prohibiting public advertising until approvals are secured. It further establishes a 90-day notification requirement for closures, mandates the removal of all branch signage post-closure, and authorizes the BRH to enforce administrative sanctions or forced closures for non-compliance.
