The Central Bank of Sri Lanka issued Circular No. 35/03/UUW13/001 to mandate that Open Market Operations transactions will be conducted exclusively with licensed commercial banks starting 25 September 2018. This directive specifically excludes Standalone Primary Dealers from participating in these open market transactions. However, the circular clarifies that Standalone Primary Dealers will retain their existing access to the Central Bank's Standing Facilities.
