Structural Redesign of the Manual of Regulations for Banks and Updated Financial Reporting Package
The Bangko Sentral ng Pilipinas issued Circular Letter CL-2026-___ to implement a structural redesign of the Manual of Regulations for Banks and the Manual of Regulations for Non-Bank Financial Institutions into a modular format. Phase 1 of this initiative makes the updated Manual of Regulations for Banks as of 31 December 2023 available in the new structure, while the corresponding manual for non-bank institutions remains in its legacy format pending Phase 2. The circular also introduces the Financial Reporting Package – Manual of Accounts as of 31 December 2025, which consolidates all updates to account titles, classifications, and definitions from June 2019 through December 2025.

CL-2026-___ To : ALL BSP-SUPERVISED FINANCIAL INSTITUTIONS Subject : Structural Redesign of the Manual of Regulations for Banks as of 31 December 2023 and Updated Financial Reporting Package – Manual of Accounts as of 31 December 2025 The BSP will implement a structural redesign of the Manual of Regulations for Banks (MORB) and the Manual of Regulations for Non-Bank Financial Institutions (MORNBFI) in phases. The redesign introduces a modular structure that organizes related regulatory provisions into thematic modules to improve navigation, and ease of reference and updating. Phase 1 of the implementation covers the MORB, updated as of 31 December 2023, which is now available on the BSP website at: https://www.bsp.gov.ph/SitePages/Regulations/MORB.aspx Phase 2 will extend the same modular format to the MORNBFI. In the meantime, the MORNBFI, updated as of 31 December 2023, is accessible on the BSP website in the old format at: https://www.bsp.gov.ph/Regulations/MORB/2023MORNBFI.pdf Meanwhile, the Financial Reporting Package – Manual of Accounts (FRP-MoA) for Banks as of 31 December 2025 is now available on the BSP website at: https://www.bsp.gov.ph/Regulations/FRPReportFormatsAndSchedules/FRP_MoA.pdf The FRP-MoA serves as a comprehensive consolidation of all updates relating to account titles, classifications, and definitions as provided under applicable BSP Circulars and Memoranda issued from 1 June 2019 up to 31 December 2025, including the Philippine Financial Reporting Standards (PFRS) 9 – Financial Instruments.
