The Palestine Monetary Authority issued Instructions No. 02 of 2020 to amend the security and safety requirements for ATMs under its previous 2018 regulations. The updated rules mandate enhanced surveillance measures, including one-year secure recording retention, real-time backup copies for high-risk locations, and cellular-connected cameras with independent power backups for off-site ATM rooms. Additionally, the amendments introduce anti-trapping protections for both bank cards and cash in high-risk zones, require uninterrupted backup power (UPS) for ATM infrastructure, and take immediate effect upon issuance.
Based on the provisions of Law-Decree No. (9) of 2010 Concerning Banks, particularly Article (72) thereof,
and in accordance with the powers delegated to us,
and to achieve the public interest,
we have issued the following Instructions:
The provisions of Article (8) are amended as follows:
The text of paragraph (4/b) is replaced with the following:
"Sufficient capacity shall be provided for camera recording and to retain it in a secure location for a period of no less than one year."
The text of paragraph (4/t) is replaced with the following:
"A real-time backup copy of surveillance camera recordings shall be provided within the central monitoring and control room in the event that the ATM is located within a high-risk classified area, according to the bank's risk classification, to avoid the recording device at the site being subject to theft or damage."
A new paragraph bearing the number (4/h) is added, stipulating the following:
"An additional camera shall be provided inside the ATM room located outside branch premises, operating on a mobile network connection for monitoring in the event of landline disconnection, along with a dedicated backup power source for that camera in case of failure or disabling of the main power source

or providing any other technology that fulfills this purpose. (support SD card)"
The text of paragraph (3) is replaced with the following:
"Protection of the card from being trapped by taking measures that limit the ability to tamper with the ATM card reader slot and to trap the card inside the reader slot, in the event that the ATM is located within a high-risk classified area, according to the bank's risk classification."
The text of paragraph (4) is replaced with the following:
"Protection of cash from being trapped (Anti-Cash Trapping) by taking measures that limit the ability of attackers to trap cash inside the ATM when the customer performs a withdrawal transaction, in the event that the ATM is located within a high-risk classified area, according to the bank's risk classification."
A new paragraph bearing the number (8) is added, stipulating the following:
"A backup power source (UPS) shall be provided to operate the ATM infrastructure in the event of main power outage."
All competent authorities shall, each within their respective scope, implement and apply the provisions of these Instructions from the date of their issuance.
Any provision conflicting with the provisions of these Instructions is hereby repealed.
