Dear Sir,
Regarding acceptance and exchange of torn/mutilated and soiled notes.
Reference is invited to DCM Circular No.-04/2025 dated 15/12/2025 on the subject above.
Despite instructions issued to all branches of your banks to regularly provide services regarding torn/mutilated and soiled notes in accordance with regulations, in the interest of maintaining normal and smooth cash transactions for the public, an abundance of torn/mutilated and soiled notes is being observed in the market.
Now, to implement the Clean Note Policy of Bangladesh Bank, you are hereby instructed to regularly accept torn/mutilated and soiled notes of various denominations, particularly smaller denominations (Tk 5/-, 10/-, 20/- and 50/-), from the public at special counters and provide exchange value through fresh/re-circulatable notes. If any bank branch shows reluctance in providing such services, action will be taken against the concerned bank.
This instruction is issued under the powers conferred by Section 45 of the Bank Company Act, 1991. This instruction will take effect immediately.
This matter is of utmost importance.
