Central Bank of Libya Circular Letter (137-2017)

The Central Bank of Libya issued Circular Letter No. 137/2017 to direct commercial banks and their interim administrative committees to utilize the Ministry of Economy’s electronic portal (bank.eidc.cov.ly) for processing sustainable credit applications and budget approvals under Law No. 1 of 2017. The directive mandates banks to actively engage with the designated system link, Facebook contact page, and specified email and telephone channels to facilitate supplier and company applications for necessary approvals. Banks must align their operations with the Ministry’s acceptance procedures to ensure seamless processing of credit requests and budget allocations for 2017.

With greetings,

Based on the provisions of Law No. (1) of 2005 concerning Banks, and its amendments, as well as the supervisory and regulatory role exercised by the Central Bank of Libya over commercial banks in accordance with the law's provisions.

And referring to the letter from Mr./Minister of Economy and Industry in the National Accord Government, bearing Reference No. (1.5) (94), dated July 2, 2017 AD, which indicated the Presidential Council's decision in the National Accord Government No. (378) of 2017 concerning the approval of the 2017 budget, as well as the Minister of Economy's decisions bearing Reference Nos. (50) of 2017 concerning the acceptance of opening sustainable credits, and (51) of 2017 concerning the approval guidelines for opening credits, which stated that the Ministry has begun accepting applications from suppliers and companies to study them for granting necessary approvals, requesting the directive to commercial banks accordingly regarding the link to the commercial banks' system for review and interaction.
