Circular Letter (85/2015)

The Central Bank of Libya issued Circular Letter (85/2015) to mandate that international airline companies operating in Libya submit a certificate from the Airports Authority confirming zero financial obligations before transferring surplus sales abroad. Greetings,

This Bank has received a letter from the Head of the Airports Authority under the Ministry of Transport, Reference No. M/T 34/08/5/3, dated 02/07/2015 AD, requesting future coordination between the Central Bank of Libya and the Airports Authority regarding requiring international airline companies to submit a document certifying the absence of any financial obligations to the Airports Authority before transferring any surplus sales from foreign companies.

With reference to our Circular Letter No. CBL/MN (2014/48) issued on 29/04/2014 AD,
regarding the regulations for transfers of international airline companies operating in Libya.

Accordingly, you are requested to require international airline companies operating in Libya to submit a document issued by the Airports Authority certifying the absence of financial obligations to the relevant authority, as part of the required documents when applying for approval to execute an external transfer of surplus sales from international airline companies operating in Libya.
