Given the need to regulate the use of intelligent note neutralization systems in automated teller machines (ATMs) and/or deposit/withdrawal machines, and in note transport bags, with minimum security and functionality standards for the prevention of theft and robbery, the Bank of Mozambique, exercising the powers conferred by paragraph g) of paragraph 1 of Article 7 and Article 47 of Law No. 1/92, of January 3 – Organic Law of the Bank of Mozambique, determines:
- The Regulation on the Use of Intelligent Note Neutralization Systems for the Metical, attached hereto, is approved and constitutes an integral part of this Notice;
- This Notice enters into force immediately.
Any doubts arising from the interpretation and application of this Notice must be submitted to the Currency Issuance Department of the Bank of Mozambique.

do Metical
ARTIGO 1
(Object)
This Regulation establishes the rules for the use of intelligent note neutralization systems in automated teller machines (ATMs) and/or deposit/withdrawal machines, and in note transport bags, as well as the rules applicable to notes stained by the action of these systems.
ARTIGO 2
(Scope of Application)
This Regulation applies to credit institutions, financial companies, and other entities that operate professionally with cash.
ARTIGO 3
(Definitions)
- For the purposes of this Regulation, the following terms are understood as:
a) Caixa automático: Automated teller machine (ATM): Electronic equipment, commonly known as ATM (Automated Teller Machine), which allows banking operations of cash withdrawal and/or deposit, using bank cards and other applicable methods;
b) Entidades que operam profissionalmente com numerário: Entities operating professionally with cash: Entities that intervene, on a professional basis, in the handling and delivery to the public of Metical notes and coins, as established by specific legislation;
c) Malas de transporte de notas: Note transport bags: Boxes used for the transport of notes;
d) Sistemas inteligentes de neutralização de notas: Intelligent note neutralization systems: Electronic security devices used in equipment for the transport and distribution of notes, which act by projecting ink or other degrading agents onto the notes stored in said equipment in case of unauthorized access.
- References to theft or robbery crimes in this Regulation include all forms of perpetration of the crime provided for in the Penal Law, namely consummated crime, frustrated crime, and attempt.
ARTIGO 4
(Authorization for the installation of neutralization systems)
- The entities subject to this Regulation must request prior authorization from the Bank of Mozambique for the installation and use of intelligent note neutralization systems in ATMs and note transport bags.
- The authorization request must be accompanied by the following information:
a) Type of equipment in which the system is to be installed, namely ATMs or note transport bags;
b) Identification of the system manufacturer;
c) Specifications of the system to be installed and its respective degrading agents, namely inks or others; and
d) Technical certification document of the system, issued by an accredited entity, locally or internationally.
- Institutions must inform the Bank of Mozambique of any changes made to the system regarding the data referred to in the preceding paragraph.
ARTIGO 5
(Minimum requirements of neutralization systems)
- Intelligent note neutralization systems must meet the following minimum requirements:
a) Ability to stain 100% of the notes stored in the ATM or transport bag, and a surface area equal to or greater than 20% of each note;
b) Use of non-toxic and non-explosive inks;
c) Use of traceable inks, which allow identification of the respective neutralization system;
d) Use of inks compatible with paper and polymer substrates;
e) Use of inks resistant to the action of detergents and other chemical agents.
- The Bank of Mozambique may condition its decision on the authorization request for the installation of note neutralization systems to the performance of tests to verify compliance with the minimum requirements.
ARTIGO 6
(Unacceptability of stained notes)
- Notes stained by the activation of intelligent neutralization systems are considered unfit for circulation and must not be accepted by the public.
- Persons who inadvertently accept stained notes must return them to the Bank of Mozambique, bank branches, or police authorities.
ARTIGO 7
(General rules of use)
In the use of intelligent note neutralization systems in ATMs and note transport bags, the entities subject to this Regulation must ensure that:
a) The systems present no danger or obstacle for users of the ATMs in which they are installed;
b) In ATMs where theft or robbery occurs, with consequent activation of the neutralization systems, the cash withdrawal and deposit function is automatically suspended;
c) In equipment where the neutralization systems are installed, a clear message is conveyed that they are protected by neutralization systems and that notes stained by these systems must not be accepted by the public.
ARTIGO 8
(Communication of system activation events)
In case of activation of a note neutralization system, the institutions subject to this Regulation must communicate the event to the Bank of Mozambique in writing within a period not exceeding forty-eight hours.
ARTIGO 9
(Retention of stained notes)
- Entities operating professionally with cash must retain stained notes activated by neutralization systems, presented by the public.
- The retention of stained notes must be carried out upon issuance of a receipt, in a model fixed by Circular, signed by the institution and the respective presenter.
- The entity that has retained the stained notes is also obliged to collect a copy of the presenter's identification document.
ARTIGO 10
(Remittance of stained notes to the Bank of Mozambique)
- The entities subject to this Regulation must remit to the Bank of Mozambique stained notes activated by neutralization systems that are in their possession.
- At the time of delivering stained notes to the Bank of Mozambique, institutions must submit an occurrence report, with a detailed description of the causes and circumstances that determined the system activation, in a model fixed by Circular, and a copy of the proof of reporting the event to police authorities.
- When dealing with stained notes received from the public, institutions must substitute the report referred to in the preceding paragraph with a copy of the retention receipt.
ARTIGO 11
(Exchange of stained notes)
- The Bank of Mozambique proceeds to the exchange of stained notes activated by neutralization systems, received from the entities subject to this Regulation and that are its property, conditioned upon the result of technical and expert analyses regarding the genuineness of the notes and origin of the inks impregnated therein.
- The exchange of stained notes activated by neutralization systems is made upon payment of a commission valued at 4.00 MT per note.
- The Bank of Mozambique does not exchange stained notes received directly from the public or through subject entities, collecting them solely for investigation and destruction.
