Circular No. 87/2022 - Cabinet Decision No. 4 of 2021 Regarding the Minimum Wage

The Palestine Monetary Authority issued Circular No. 87/2022 to enforce Cabinet Decision No. 4 of 2021, which establishes a mandatory minimum wage of 1,880 New Israeli Shekels per month for all sectors in Palestine. The decision also sets daily and hourly minimum rates at 85 and 10.5 Shekels respectively for casual and seasonal workers, while incorporating tripartite committee agreements into the regulatory framework. Payment service companies operating in Palestine are explicitly directed to comply with these wage standards effective from the beginning of 2022.

Subject: Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage

In reference to the esteemed Cabinet Decision No. (4) of 2021 regarding the minimum wage, we emphasize the necessity for payment service companies to comply with the provisions of the attached decision in accordance with regulations, based on the requirement that the monthly salary shall not be less than 1,880 Shekels.

Cabinet Decision No. (4) of 2021 Regarding the Minimum Wage in Palestine

The Cabinet, Pursuant to the provisions of the Amended Basic Law of 2003 and its amendments, and the provisions of Labor Law No. (7) of 2000, and after reviewing Cabinet Decision No. (46) of 2004 regarding the formation of the Wages Committee, and reviewing Cabinet Decision No. (14/21/01/C.M./P.M.) of 2012, and the decision of the National Wages Committee dated 2021/03/28, and based on the proposal of the Minister of Labor / Chairman of the National Wages Committee, and the powers delegated to us, and in pursuit of the public interest,

The Cabinet, in its session held on 2021/08/23, has decided the following:

Article (1) The minimum wage in all areas of the State of Palestine is hereby established as follows:

  1. The minimum monthly wage in all areas of the State of Palestine and in all sectors shall be 1,880 New Israeli Shekels per month.
  2. The minimum wage for casual laborers, specifically those working on an irregular daily basis, as well as seasonal workers, shall be 85 New Israeli Shekels per day.
  3. The minimum wage for one hour of work for workers covered under the provisions of paragraph (2) of this Article shall be 10.5 New Israeli Shekels.

Article (2) Any agreements reached in the tripartite committees formed pursuant to the National Wages Committee decision shall be considered part of this decision, upon its approval by the Cabinet.

Article (3) All provisions conflicting with this decision are hereby repealed.

Article (4) All relevant authorities shall implement the provisions of this decision according to their respective jurisdictions. This decision shall take effect at the beginning of the year 2022 and shall be published in the Official Gazette.
