Decision Amending the Decision on Payment System Reporting to the Central Bank of Montenegro

The Council of the Central Bank of Montenegro issued this decision to amend reporting obligations for payment service providers and e-money issuers. The amendment updates Article 5 to mandate the submission of twelve specific reporting templates covering user data, card statistics, transaction volumes, and cash flows. Additionally, the decision replaces Annex 1 and Annex 2 with new versions attached to the instrument, which enters into force eight days after publication in the Official Gazette of Montenegro.

Pursuant to Article 44 paragraph (2) item 3) of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 155 paragraph (2) of the Payment System Law (OGM 62/13, 111/22, 15/25), the Council of the Central Bank of Montenegro, at its meeting held on 26 January 2026, passed the following DECISION amending the Decision on Payment System Reporting to the Central Bank of Montenegro Article 1 In the Decision on Payment System Reporting to the Central Bank of Montenegro (OGM 82/17, 107/20) Article 5 shall be amended to read: “Payment service providers and/or e-money issuers shall submit the following reporting templates to the Central Bank:

  1. Report on the number of users and accounts by the payment service type and outstanding value on e-money storages (Template BKRPUNV);
  2. Report on the number of payment cards issued (Template BIPK);
  3. Report on the status of payment cards issued (Template SIPK);
  4. Report on the number of acceptance devices (Template BUPPK);
  5. Report on the number of acceptance devices per municipality (Template BUPPK￾1);
  6. Report on the number and value of national payment transactions by the payment service type (Template BVNPTPU);
  7. Report on the number and value of international payment transactions by the payment service type (Template BVMPTPU);
  8. Report on the number and values of payment transactions using payment cards and e-money (Template BVPTPKEN);
  9. Report on card transactions by the terminal type (Template BVTPTVT); 10)Report on the number and value of payment transactions by authentication method used (Template BVPTKA); 11)Report on the number and value of payment transactions executed without a payment order (Template BVTBNP) 12)Report on the number of cash deposits and cash withdrawals (Template BVUIGN). Article 2 Annex 1 and Annex 2 shall be replaced by new annexes attached to this Decision and making an integral part thereof.
