SBS Resolution No. 01114-2026 The Superintendent of Banking, Insurance and Private Pension Fund Administrators
CONSIDERING: That, by Supreme Decree No. 054-97-EF, the Unified Text of the Law on the Private System for the Administration of Pension Funds was approved, hereinafter referred to as the SPP Law; That, by Supreme Decree No. 004-98-EF, the Regulations of said Law were approved; That, additionally, pursuant to the Third Final and Transitional Provision of the Regulations of the Law, the Superintendency is authorized to issue complementary operational regulations necessary for the proper functioning of the Private System for the Administration of Pension Funds (SPP); That, by Supreme Decree No. 061-2007-EF, Article 129 of the Regulations of the SPP Law was amended, regarding the Technical Medical Commission (CTM), which establishes that it is responsible for reviewing the technical regulations for the assessment and rating of disability degree, and submits to the Superintendency the corresponding proposals for modifying the respective Manuals for the Assessment and Rating of Disability Degree to which the Medical Committee of the AFPs (COMAFP) and the Medical Committee of the Superintendency (COMEC) must adhere; That, by Resolution No. 291-98-EF/SAFP, the Manual of Technical Medical Regulations for the Assessment and Rating of Disability was incorporated as Subtitle IV of Title VII of the Compendium of Regulatory Superintendency Norms of the SPP, approved by Resolution No. 058-94-EF/SAFP; That, from its issuance, the aforementioned manual has constituted a mandatory tool for the assessment and rating of disability degree; however, advances in clinical and epidemiological knowledge make it necessary to carry out an update process in accordance with the recommendations of international organizations such as the Organisation for Economic Co-operation and Development (OECD), the International Labour Organization (ILO), and the World Health Organization (WHO); That, in this regard, the review and update of said manual has been deemed necessary, a task entrusted to the CTM, in order to ensure a rigorous, updated technical-medical approach aligned with the principles of equity, sustainability, and beneficiary protection that govern the pension system;
Los Laureles No. 214 - Lima 27 - Peru Tel.: (511) 6309000 That, in fulfillment of said task, the CTM developed a new edition of the aforementioned manual that integrates and systematizes the modifications, clarifications, and technical guidelines issued over recent years, with the purpose of providing a unified regulatory tool for the medical committees of the Disability Assessment System (SEI). This consolidation facilitates technical consultation in the assessment process and, at the same time, strengthens transparency and public accessibility by gathering in a single document the current provisions related to the assessment and rating of disability degree; That, the publication of this Resolution is ordered, under the provisions of the Thirty-Second Final and Complementary Provision of the General Law of the Financial System and Insurance System and Organic Law of the Banking and Insurance Superintendency, Law No. 26702 and its amendments, hereinafter referred to as the General Law; With the approval of the Adjunct Superintendencies for Pensions, and Regulation and Legal Affairs, and; In exercise of the powers conferred by paragraph 9 of Article 349 of the General Law, subsection d) of Article 57 of the SPP Law, as well as by what is provided in the Third Final and Transitional Provision of its Regulations; RESOLVES:
Article One.- The 2026 edition of the Manual for the Assessment and Rating of Disability Degree is approved as an annex to this Resolution. The aforementioned Manual is published on the institutional portal (www.sbs.gob.pe), pursuant to Supreme Decree No. 009-2024-JUS and its amending regulations. The 2026 edition of the Manual for the Assessment and Rating of Disability Degree contains guidelines and the technical-regulatory framework governing the assessment and rating process for disability degree in the SPP, and is integrated by the following sections:
Los Laureles No. 214 - Lima 27 - Peru Tel.: (511) 6309000 The Manual for the Assessment and Rating of Disability Degree is an integral technical-regulatory instrument that establishes conceptual foundations, medical-functional criteria, and methodological procedures for assessing and rating disability degree. Its structure incorporates a set of disability tables organized by systems, understood as systematic scales that assign percentage values to functional alterations, limitations, and restrictions in work and daily activities, with the aim of standardizing and quantifying impairment to working capacity, as well as issuing appropriate and uniform opinions, in accordance with current regulations. This 2026 edition of the aforementioned Manual integrates and systematizes all modifications, clarifications, and technical guidelines issued over recent years, with the purpose of providing a unified regulatory tool for the medical committees of the SEI.
Article Two.- The following multiple letters and regulatory instruments are hereby repealed, upon the effective date of the 2026 edition of the Manual for the Assessment and Rating of Disability Degree, in accordance with Article Four of this Resolution. Introduction
Los Laureles No. 214 - Lima 27 - Peru Tel.: (511) 6309000 Article Three.- The first edition of the Manual for the Assessment and Rating of Disability Degree, incorporated as Subtitle IV of Title VII of the Compendium of Regulatory Superintendency Norms of the SPP and approved by Resolution No. 058-94-EF/SAFP and its amending regulations, is hereby repealed, effective the day following the publication of this Resolution in the Official Gazette "El Peruano", except for Chapter XII: Mental, Behavioral and Neurodevelopmental Disorders, which is repealed as of July 1, 2026.
Article Four.- This Resolution takes effect the day following its publication in the Official Gazette "El Peruano". However, the provisions contained in Chapter XII of the 2026 edition of the Manual for the Assessment and Rating of Disability Degree take effect as of July 1, 2026.
