Circularisation of Bank Accounts by Commercial Banks and Non-Banks for the Audit of Payroll Management and Establishment Control

The Bank of Zambia requires all commercial banks and non-banks to submit account holder names, national registration numbers, and mobile numbers for the Auditor General’s audit of the Payroll Management and Establishment Control system covering 2017 to 2019. Financial institutions must populate standardized templates with bank key, account number, bank name, and branch details before emailing electronic copies to designated supervisors by December 11, 2020. This mandatory data submission enables accurate payroll expenditure verification and ensures regulatory compliance with government audit protocols.

### CIRCULARISATION OF BANK ACCOUNTS BY COMMERCIAL BANKS AND NON-BANKS FOR THE AUDIT OF THE PAYROLL MANAGEMENT AND ESTABLISHMENT CONTROL BY THE OFFICE OF THE AUDITOR GENERAL

Reference is made to the above matter.

The Bank of Zambia has received a request from the Government of the Republic of Zambia for certain information held by commercial banks and non-banks relating to the Payroll Management and Establishment Control (PMEC) system. This information is required for the purpose of the audit of the PMEC system by the Office of the Auditor General for the years ended December 31, 2017 to December 31, 2019. In this regard, the Bank of Zambia is requesting for the following information:

- Name of Account Holder;
- National Registration Number; and
- Mobile Number of Account Holder.

To this effect, templates shall be provided to each commercial bank and non-bank, where applicable, containing the following fields:

- Bank Key;
- Account Number;
- Bank Name; and
- Branch.

You are required to complete the template with the remaining fields listed above. Electronic copies of the completed template should be emailed to `cnkabalika@boz.zm` and `rkasonde@boz.zm` by Friday, December 11, 2020.
