Circular to Banks No. 2025-07 dated April 7, 2025

The Governor of the Central Bank of Tunisia issued Circular No. 2025-07 to amend banking conditions by repealing and replacing the first paragraph of Article 36 of Circular No. 91-22, which sets the savings remuneration rate (TRE) at a fixed annual rate of 6.5%. This regulatory update, based on the Board of Directors' March 2025 decision and the Compliance Control Committee's April 2025 opinion, officially takes effect on April 1, 2025. Banks must immediately apply the new 6.5% annual rate to savings remuneration calculations in compliance with the amended statutory framework.

The Governor of the Central Bank of Tunisia, Having regard to Law No. 2016-35 dated April 25, 2016 establishing the status of the Central Bank of Tunisia, Having regard to Law No. 2016-48 dated July 11, 2016 on banks and financial institutions, Having regard to Circular No. 86-42 dated December 1, 1986 on the regulation of banking conditions, as amended by subsequent texts and notably its Article 8, Having regard to Circular No. 91-22 dated December 17, 1991 on the regulation of banking conditions, as amended and supplemented by subsequent texts and notably its Article 36, Having regard to the decision of the Board of Directors of the Central Bank of Tunisia dated March 26, 2025, Having regard to the opinion of the Compliance Control Committee No. 2025-07 dated April 3, 2025, as provided for in Article 42 of Law No. 2016-35 dated April 25, 2016 establishing the status of the Central Bank of Tunisia. Decides: Article 1 - The provisions of the first paragraph of Article 36 of the aforementioned Circular No. 91-22 dated December 17, 1991 are repealed and replaced as follows:
