Notice No. 3/2023

Bank of Portugal issued Notice No. 3/2023 to establish the necessary requirements for ensuring compliance with regulatory provisions applicable to payment instruments excluded from the closed network and their communication models. The notice applies to Electronic Money Institutions and Payment Institutions under the Legal Regime of Payment Services and Electronic Money. It implements the European Banking Authority's Guidelines EBA/GL/2022/02 regarding payment services and electronic money.
