Instruction - Data Center for the Financial Inclusion Account (FIA)

The Central Bank of São Tomé and Príncipe mandates the establishment of a Data Center to enable banks to verify that clients hold only one Financial Inclusion Account (FIA). Banks are required to report FIA-related information daily via the BCstpnet platform's FIA subsystem in compliance with NAP 04/2025. Failure to comply with these reporting obligations subjects institutions to supervisory sanctions under the applicable penalty framework, effective immediately.

Subject: Data Center for the Financial Inclusion Account (FIA)

Whereas there is a need for a Data Center, where banks may, among other aspects, consult and verify that there is no more than one Financial Inclusion Account per client, the Central Bank of São Tomé and Príncipe, exercising the powers conferred by letters g) and i) of paragraph 1 of Article 6 of Law No. 03/2025 - Organic Law of the Central Bank, determines the following:

Article 1. (Information Reporting)

To ensure compliance with Articles 5 and 6 of the referenced NAP 04/2025 – Financial Inclusion Account (FIA), banks are required to report information daily on the BCstpnet PLATFORM, FIA SUBSYSTEM.

Article 2. (Sanctions)

Non-compliance with the provisions of this Instruction is subject to sanctions, in accordance with the NAP on Supervisory Action and Imposition of Penalties.

Article 3. (Entry into Force)

This NAP enters into force immediately.
