The Dubai Financial Services Authority, following enactment by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, has promulgated amendments to two DIFC Regulatory Laws and a new Auditor Module guidance instrument. DIFC Law No. 6 of 2024 comes into force on 18 November 2024, while DIFC Law No. 7 of 2024 and the corresponding AUDITOR MODULE guidance instrument (No. 17) 2024 take effect on 7 April 2025. Market participants must review the updated DFSA website modules and archives to ensure compliance with the revised legislative framework and newly added guidance.

Notice of Amendments to Legislation: October 2024
TAKE NOTICE THAT:
His Highness Sheikh Mohammed Bin Rashid Al Maktoum, in his capacity as Ruler of Dubai on 7th October 2024 enacted:
the Regulatory Law Amendment Law, DIFC Law No. 6 of 2024 to come into force on the 30 th business day after the date of enactment ( 18 November 2024 ); and
the Regulatory Law Amendment Law, DIFC Law No. 7 of 2024 to come into force six months after the date of enactment ( 7 April 2025 ).
To view the changes made to the DFSA Laws, please consult the amendment laws which are published on the “ Amendments to Legislation ” section of the Dubai Financial Services Authority (DFSA) website.
AND:
The Chief Executive made the following Guidance Instrument to come into effect on the date the Regulatory Law Amendment Law, DIFC Law No. 7 of 2024 comes into force ( 7 April 2025 ):
AUDITOR MODULE (AUD) guidance instrument (No. 17) 2024 , which adds new Guidance in the AUD module (see appendix 1 for the detailed amendments);
The guidance making instrument mentioned above and the appendices to this notice can be viewed under the “ Amendments to Legislation ” section of the DFSA website and the relevant module will be replaced on the DFSA website on the date of their coming into force as described above. Earlier versions of the relevant modules are to be found in the archive.
