The Financial Regulatory Authority issued Circular No. (9) of 2018 to officially recognize email as a valid and secure channel for correspondence between the regulator and its supervised entities. The circular mandates all regulated companies to complete and submit a data form and declaration model at the Authority's Smart Village headquarters by December 31, 2018. Upon submission, the Authority will establish a secure email address for each company based on specified technical requirements, granting the submitted forms legal evidentiary value in all official communications.

Circular No. (9) of 2018 Regarding the Use of Email as an Approved Means of Communication between the Financial Regulatory Authority and its Regulated and Supervised Entities

Building on the regulatory and developmental role of the Financial Regulatory Authority over non-banking financial markets, and in line with the Authority's commitment to ensuring market stability, providing means, systems, and regulations that guarantee the efficiency of these markets, utilizing the fastest communication channels with all interacting and supervised parties, and striving to simplify and facilitate the receipt and delivery of all correspondence between them.

In addition to accepting exchanged correspondence via outgoing mail or delivered by post, the Authority is preparing to issue a decision regulating the documentation and recognition of email as an official means for exchanged correspondence between the Authority and all interacting parties. The Authority urges all entities dealing with it to complete and submit the data form and declaration model at its headquarters in Smart Village, by a maximum date of 31/12/2018, paving the way for establishing a secure email address for each company with specifications determined by the Authority to be recognized.
